About this file

This document is a Class Justification and Approval (CJ&A) for a sole source contract awarded by the Naval Air Systems Command (NAVAIR) to Maritime Surveillance Associates (MSA) for the Global Reconstruction and Measurement Systems (GRAMS) software. The contract covers design, development, and improvement of GRAMS, a post-flight/in-flight analysis tool certified by the Office of Naval Intelligence used to determine sound pressure levels of signals. The software enables advanced acoustic intelligence analysis, including pattern re-evaluation, mission reconstruction, data archiving, and enhanced mission planning for Maritime Patrol and Reconnaissance Aircraft.

The contract (N00019-17-C-0056) was originally awarded on 8 May 2017, with MSA being the sole developer of GRAMS since the 1990s. The government determined MSA is the only company with the necessary technical knowledge and data rights to provide these software upgrades. The CJ&A authorizes issuance of orders under a Basic Ordering Agreement, with the authority to act expiring on 31 May 2024. The justification is based on 10 U.S.C. 2304(c)(1), citing that the supplies are available from only one source and that competition would result in substantial cost duplication. No additional market research was conducted due to MSA's unique position as the original and exclusive GRAMS developer.

2. Description of the Action Being Approved.

This Class Justification and Approval (CJ&A) authorizes and approves the issuance of orders on a sole source basis under a Basic Ordering Agreement (BOA) with Maritime Surveillance Associates (MSA), 39 Peterson Lane, Brunswick, ME 04011. These orders will be for the design, development, and improvement to the Global Reconstruction and Measurement Systems (GRAMS) and its processing applications. Authority to act under this class justification expires on 31 May 2024.

3. Description of Supplies/Services.

PMA-264, Airborne Anti-Submarine Warfare (ASW) Intelligence (AAI) Integrated Product Team, has a requirement for development and delivery of improvements to its post-tlight/inflight analysis tool, Global Reconstruction Analysis and Measurement System (GRAMS). GRAMS is certified by the Office of Naval Intelligence (ONI) and used to determine the Sound Pressure Level (SPL) of signals.

The GRAMS software upgrades not only provide continued advances in post flight analysis but also provide for in-flight use of measured SPL data for pattern re-evaluation, pattern re-calculation, improved operator performance in detection and classification, post-flight mission reconstruction, and data archiving and dissemination. These software upgrades will be capable of interacting with existing models, equipment, and databases without interference. GRAMS is used to

. The Post-flight analysis aspects of the software will be utilized to evaluate aircrew performance of the Acoustic Intelligence (ACINT) data collection mission as well as provide the post flight analysis team a method to extract more data than what was collected on first pass analysis. The software will be capable of providing recommendations for enhanced mission planning for follow-on flights' deployment of tactical sensors. The software will also be capable of deep dive acoustic analysis for the extraction of ACINT.

Regular software upgrades and training for GRAMS and its indentured processing applications are required in order to maintain parity with current and future data collection formats. This technology maturation is critical to the oVerail success· of Fleet Air AS\\t·opcrations. Successful completion of this work will result in increased Tactical Intelligence (TAClNTJbeingprovided to the Undersea \Varfare community and will result in more· timely -delivery of ACINT being pt'ov:iUed to QNL

MSA was awarded the _original contra<..'t· for the development of GRAM:S and its associated processing applications in the 1990s. The current pontract, NOOO 19 I 7-C-0056, was awarded 8 May 2017. MSA is the sole designer and developer of GRAMS and its _associated processing applications, and is the only company with the requisite knowledge, experience, and technic_al data that can meet the Government's requirement. The Government docs not have the full software technical <lat.a package. specifically the documentation that is associated v,rith the ·GRAtv1S source code. The Government currently only take.s delivery of the data that is necessary to ensure continuous and unimerrupted.sustailiment and technology upgrades for GR.c\Ms and its.

processing applications. The services ta. be provided under this contract include modifications to and continwition of the cuffent efforts and neither the Governnient nor other vendors possess the knowledge necessary to· provide the updates !hat are required without significant duplication of cost.

In accordance with Federal Acquisition Regulation (FAR) 6.302-l(a)(2J(ii)(A), the Government has determined that the supplies meeting the Government's requirements are available fr.om only one source hecanse it ls likely that award to any other source would result in a substantial duplication of cost to the Government, whlch is not i;;xpected to be recovered through competition.
