J&A Number: 19-0516 one (I) Ground Subsystem (GS). The initial target platform is F/A-18E/F and EA-l 8G. Additional systems, bases, operations facilities and platforms to include sustainment support are also objectives of this BOA.

An internal subsystem form-factor is another objective.

The SAlL is engaged in interoperable surface/aviation mission systems research, development, test and evaluation (RDT &E), fleet support, integration and interoperability testing. Experienced operators use actual ship and airborne systems in a live virtual constructive environment (L VCE) on a national distributed network in support of battle group interoperability assessments and other test and evaluation and training activities. The SAIL uses a combination of actual hardware in the loop and virtualized systems through modeling and simulation activities. For this effort, primary scope will be the provisioning of hardware and engineering support services to support the integration of these systems into the SAlL and the L VCE. Additionally, activities at IBST and SAlL may be directly applicable to the further development of system performance models and simulation databases, equipment and activities applied to the JSILS / SLATE-ATD program through the incorporation of actual test and evaluation performance and interoperability data to further refine the synthetic training environment.

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 2304(c)(l ), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

In accordance with Federal Acquisition Regulation (FAR) 6.302-l(a)(2)(ii)(B), the aforementioned supplies and services are available only through Cubic Defense Applications, Inc, the sole developer and manufacturer of much of the the SLATE hardware, software, and infrastructure. Substantial duplication costs of approximate $15M and between 18-24 month schedule delay would incur for porting the Fifth Generation Advanced Training Waveform (5GATW) into the Software Defined Radio and integration of all major subsystems of the SLATE ATD L VC family of systems. No other companies have the ability to do this "off the shelf', as they will require significant Non Recurring Engineering (NRE) costs to recreate the engineering success demonstrated in Capstone events, this cost is estimated to be as high as $90M and cause delays up to 3 years. An additional $5M and 12-18 month schedule delay would be incurred to support the re-development and porting of the 5GATW and Multiple Levels of Security (MILS) encryption capability in the SLATE KOV-135. As the Lead System Integrator for the SLATE ATD, Cubic is also uniquely qualified to port all Distributed Interactive Simulation (DIS) entity data through the common ground station and range infrastructure as the Tactical Combat Training System Increment I (TCTS I) Program. Cubic is the only entity that can immediately satisfy the SLATE requirements and failure to place orders against the proposed BOA would lead to unacceptable delays in achieving Initial Operating Capability at Naval Air Warfare Development Center (NA WDC) to support the first F / A-18 Super Hornet common class in January 2020. The rapid development of SLATE LVC standards and protocols was a stated goal of the SLATE A TD and additional work is required prior to establishing a common set of protocols and standards suitable for a normal full and open competition supporting the Fleet.
