About this file

This is a Class Justification and Approval (J&A) document from the Naval Air Warfare Center Aircraft Division (NAWCAD) authorizing sole-source orders under a Basic Ordering Agreement with General Electric Aircraft Engines (GEAE) for the Propulsion and Power Component Improvement Program. The J&A covers support for F404, F414, T58, T64, T700, CT7, and T408 aircraft engines used in various aircraft including F/A-18C/D, F/A-18E/F, EA-18G, H-3, H-46, H-53 and other platforms through December 31, 2020.

The scope includes redesign/prototype work, testing, safety improvements, reliability part redesign, forecasting wear-out rates, and developing quality design changes and repair procedures. The total estimated value is $92.9 million, with FY19 funding of $45 million ($40M RDT&E, $5M FMS) and FY20 funding of $47.9 million ($42.5M RDT&E, $5.4M FMS). GEAE was selected as the sole source because they are the original designer/developer of these engines and possess the necessary technical data, tooling, test equipment, and expertise. The requirement was synopsized on FEDBIZOPS on February 21, 2018, with no responses received from other sources.
