About this file

This is a Class Justification and Approval (J&A) document for a non-competitive sole source contract award issued by the Department of the Navy's Portfolio Acquisition Executive Maritime division.

The Naval Sea Systems Command, Fleet Support Contracts Division (NAVSEA 024) seeks to award repair, maintenance, and modernization services to BAE Systems Jacksonville Ship Repair LLC (8500 Heekscher Drive, Jacksonville, FL 32226) for three ship availabilities: USS FARRAGUT (DDG 99) FY26 Continuous Maintenance Availability (CMAV) beginning July 13, 2026; USS LASSEN (DDG 82) FY26 CMAV beginning August 3, 2026; and USS WICHITA (LCS 13) FY26 Docking Selected Restricted Availability (DSRA) beginning September 28, 2026. All vessels are homeported in Mayport, FL. The scopes of work include all labor, supervision, facilities, equipment, production, testing, and quality assurance necessary to complete each availability. The total estimated contract value includes allowances for typical growth and new work, with funding to be split between unspecified fiscal years. The authorization to act under this justification expires September 30, 2026.

The Navy invoked 10 U.S.C. 3204(a)(3) authority (industrial mobilization; engineering, developmental, or research capability; or expert services) to justify the sole source award. BAE Jacksonville is identified as the only shipyard in the Mayport region with certified drydocking and heavy-lift capabilities required for major underwater repair and complex modernization work. The justification cites a critical workload gap and funding shortfalls that necessitate immediate award to maintain the facility's skilled workforce and operational readiness for future high-priority East Coast Chief of Naval Operations availabilities. A Sources Sought Notice was posted in May 2026 coast-wide; BAE Jacksonville was the only local source expressing interest. The Contracting Officer determined anticipated costs to be fair and reasonable. Director Cristina Covalt of the Fleet Support Contracts Division approved the sole source solicitation on July 3, 2026.

J&A Number: 43,175

February 2027 drops in such a way that precludes the company from being ready to support the workload of returning ships . Awarding the USS FARRAGUT (DDG 99) FY26 CMAV, USS LASSEN (DDG 82) FY26 CMAV, and USS WICHITA (LCS 13) FY26 DSRA on a sole source basis will provide BAE Jacksonville the workload and revenue necessary to fill in the temporary workload valley and maintain personnel that will support the upcoming high-priority and other critical FY27 East Coast CNO availabilities.

Due to lack of funding, the USS WICHITA (LCS 13) DSRA availability was cancelled on 07 MAY 2026. The Navy intended to competitively resolicit this availability on 29 JUN 2026 to start on and . However, due workload gap of over six months as a result of funding shortfalls, the Navy plans to reprogram funding to support the commencement of the DSRA in FY26.

BAE Jacksonville is critical to maintaining fleet readiness for the U.S. Navy surface ships homeported in Mayport, FL. As the only shipyard in the region with certified dry-docking and heavy-lift capabilities, it provides the essential industrial capacity required to conduct major underwater repair, maintenance, and complex modernization work locally.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Pursuant to FAR 5.202(a)(10), advance notice of this proposed contract action is not appropriate or reasonable. This acquisition is being conducted under FAR 6.302-3 to preserve a critical industrial capability and specialized workforce that is currently at risk of further attrition due to a lack of workload. Additional delay associated with advance publicizing of the requirement would increase the risk of degradation of the capability the Government seeks to maintain through this acquisition.

In May 2026, PAE Maritime posted a Sources Sought Notice, requesting information from potential sources Coast Wide (East and Gulf Coast) able to complete the USS WICHITA (LCS 13) DSRA with a Start of Availability . Affirmative expressions of interest were received from

BAE Jacksonville was the only Mayport, FL source that expressed interest.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

The Navy remains committed to conducting competitive acquisitions for surface ship
