About this file

This document is a Class Justification and Approval (CJ&A) that authorizes and approves sole-source contract actions for the procurement of CH-53K Full Rate Production (FRP) aircraft and associated non-recurring engineering, equipment, and support for the United States Marine Corps H-53 Heavy Lift Helicopters Program.

The CJ&A authorizes Sikorsky Aircraft Corporation, a Lockheed Martin Company, to provide CH-53K aircraft, long lead material, spares, associated equipment and support, and other required logistics items for Lots 7 through 13. The planned CH-53K FRP aircraft quantities are based on the Office of the Secretary of Defense budget for the United States Marine Corps CH-53K Program. The Contracting Officer has determined the anticipated cost will be fair and reasonable. The Naval Air Systems Command has no plans to compete future contracts for the types of supplies and services covered by this CJ&A, as this is a follow-on for supplies and services previously awarded on a non-competitive basis.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/ services covered by this CJ&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in paragraphs (4) and (5) above, NAVAIR has no plans at this time to compete future contracts for the types of supplies and services covered by this CJ&A. Because this effort is a follow-on for supplies and services previously awarded on a noncompetitive basis, in accordance with DFARS PGI 206.304(a)(i), the prior CJ&A (19-0182) was provided to the approval authority for review.
