About this file
This is a Request for Information (RFI) issued by the Alaska Department of Education and Early Development (DEED) seeking information from organizations, publishers, nonprofit organizations, educational institutions, content developers, and other entities that provide open educational resources (OER) to support implementation of Alaska Senate Bill 23 in alignment with the 2024 Alaska Social Studies Standards. DEED is soliciting high-quality, freely available resources appropriate for Alaska secondary students, including complete or partial curricula, instructional materials, assessments, and project-based assessments. The RFI will gather information about available resources, their quality, licensing, accessibility, alignment with Alaska's standards and statutory requirements, and capacity to support statewide implementation. The RFI closes on November 6, 2026, at 5:00 p.m., with Kathy Blomquist serving as the Procurement Officer.
The Civics OER Rubric document provides the evaluation framework that will be used to assess submitted resources across eight criteria: alignment to Senate Bill 23 and the 2024 Alaska Social Studies Standards (including the 14 required instructional topics); civic knowledge and practice; usability; non-partisan, viewpoint-neutral presentation; Alaska relevance, representation, and perspectives; instructional quality and supports; assessment practices; and OER quality. Resources will be evaluated on their ability to develop students' civic knowledge, inquiry skills, and capacity for informed civic participation while maintaining accurate content, engaging disciplinary practices, and providing authentic opportunities for civic application. The rubric supports statewide implementation and is intended for use by organizations submitting OER for review, Alaska school districts, teachers, pre-service teachers, and community stakeholders.
