About this file

This is a Standardization Certificate of Conditions and Circumstances document from the City of Tampa, specifically involving the Tampa Police Department's Aviation Unit. The document details a sole-source procurement for a Low Latency Cellular Video Downlink system with StarLink technology, to be supplied by WorldCast Systems Inc. through Greenville Media as the exclusive distributor. The purpose is to upgrade the current microwave down-link system with a more advanced, proprietary technology that provides bi-directional data transfer and stable video feeds over cellular and satellite networks during flight.

The current system is described as complex, costly, and maintenance-intensive, with the existing provider having been bought out and unable to meet the department's technological needs. WorldCast SureStream is highlighted as the only multi-band, non-dynamic packet-redundant transmission system that integrates with StarLink, offering unique features such as independent packet routing, constant low-delay data delivery (< 500ms), and signal resilience as aircraft move between cell towers. The single-source justification emphasizes the technology's proprietary nature and its unique ability to provide stable video transmission in a helicopter environment, with no alternative manufacturers capable of offering the same capabilities.

STANDARDIZATION

CERTIFICATE OF CONDITIONS AND CIRCUMSTANCES

The purpose of this form is to document the standardization of products and determine the method of procurement.

The goal of standardization is to improve efficiency, quality, and safety while reducing costs. This request is to be executed by the Department Director and submitted to the Director of Purchasing for consideration and approval/disapproval.

Products Required:

Low Latency Cellula r Video Downlink with Starlink for Public S afety Avi ation

Name of Manufacturer:

WorldCast Systems Inc.

Conditions and special circumstances for the standardization. Please be specific:

The Tampa Police Aviation Unit is upgrading the our video down-link and has selected WorldCast Systems Inc.

WorldCast SureStream is proprietary technology and not licensed to any other manufacturer. It is the only all-network multi-band non-dynamic packet-redundant transmission system on the market that integrates with Starlink to achieve stable video feed over cellular and satellite networks during flight. Greenville Media is the sole distributer of WorldCast and can not be purchased through any other source.

Is this product available from multiple sources or a single source? □ Multiple _[{]_Single Source

If Single Source complete below & indude supplier quote & documentation confirming Single Source circumstances.

Name of Supplier considered Single Source: _______________ _ Conditions and special circumstances for the Single Source. Please be specific:

The Tampa Police Aviation Units current microwave down-link system is a complex system consisting of a tower site, receivers and transmitters that are difficult to maintain and very costly. The current company has been bought out and is not able to provide bi-directional data transfer to and from the aircraft as WorldCast is able to provide. WorldCast SureStream is proprietary technology and not licensed to any other manufacturer. It is the only all-network multi-band non-dynamic packet-redundant transmission system on the market that integrates with Starlink to achieve stable video feed over cellular and satellite networks during flight. It is a cellular technology uniquely suited to video downlinking and uplinking in the Heli environment. Other unique features of the algorithm are: Independent sender and receiver typology with no reference to packet acknowledgments - ensures a low and constant delay data/ video delivery(< 500ms), Independent packet routing ensures there is no association between different data packets moving across the cellular network which allows packets to find the optimal route from air to ground - ensures signal resilience as the aircraft constantly disconnect and reconnects to different cell towers on the ground, The replacement of bonding technologies with the_ SureStram algorithm is the key to the relible connction. All previous systems fail because they try to perform 11
