About this file
This document is a Request for Proposals (RFP) from the City of Santa Cruz, California, soliciting proposals for Software and Implementation Services for an Enterprise Resource Planning (ERP) and Utility Billing (UB) Software Systems Environment. The RFP seeks to replace the city's existing Tyler/Eden ERP and Utility Billing Applications with modern, commercial off-the-shelf systems that streamline processes and improve information accessibility. The project involves implementing comprehensive software solutions with professional services including best practices guidance, data conversion, system configuration, training, testing, project management, and interface development. The pre-proposal meeting is scheduled for November 13, 2023, at 1:00 PM PST, with proposals due on January 9, 2024, at 5:00 PM PST. The contract term is anticipated to be five years, with the option to extend for two additional five-year terms.
The city anticipates awarding a contract to one or more proposers, with a preference for a Software as a Service (SaaS) deployment model, though other deployment options will be considered. The total user base is estimated at 75 core users, 728 self-service portal users during peak seasons, 10 mobile/field users, and 740 department users across various functional areas including finance, human resources, payroll, and utility billing. The implementation is planned in phases, with financial modules targeted for go-live in Q3 2025, human resources and payroll modules in Q1 2026, and utility billing in Q3 2026. The city does not have a predetermined budget and will use the proposals to inform budget development, emphasizing that this is a best-value solicitation rather than a lowest-price bid. The current system environment includes Tyler Eden ERP 5.29.0.0 and numerous additional applications supporting various municipal functions.
