About this file

This document is the City of Rock Hill, South Carolina's Safety Manual (2023 edition) developed by the Risk Management Office and is applicable to all City departments and employees. The manual establishes comprehensive occupational safety and health requirements, policies, and procedures for employees across multiple operational divisions including Public Works, Utilities Water/Wastewater, Parks and Recreation Therapy, General Services, Fleet Maintenance, and Warehouse operations. The manual covers common safety rules applicable to all departments, such as employee responsibilities for safety compliance, accident and injury reporting protocols, emergency procedures for various scenarios including power loss, earthquakes, tornadoes, bomb threats, and medical emergencies. Additionally, the manual addresses work environment safety concerns including ergonomics, indoor air quality, noise exposure, and electrical safety for office environments, along with general first aid guidelines and requirements for employee training and qualifications.

The manual provides detailed safety standards for department-specific operations, including personal protective equipment requirements, tools and work equipment guidelines, health and environmental controls, work area protections, vehicle and equipment operation procedures, right-of-way clearing operations, and hazardous materials handling for acids, caustics, chlorine, and petroleum products. Special emphasis is placed on confined space entry procedures, trenching and shoring requirements, asbestos-cement pipe handling, lockout/tagout protocols, and hot work procedures for welding and cutting operations. The document mandates compliance with all safety rules as a condition of employment, establishes disciplinary consequences for violations ranging from verbal reprimand to dismissal, and references additional specialized manuals for complete programs including confined space entry, respirator use, crystalline silica exposure, and trenching/shoring procedures. The manual was last revised in 2023 with previous updates in 2021, 2018, 2014, 2013, 2012, and 2008, reflecting the City's ongoing commitment to maintaining current safety standards aligned with OSHA requirements and industry best practices.

SECTION 4 WORK ENVIRONMENT SAFETY

401 WORK ENVIRONMENT-RELATED ILLNESS AND INJURY

Changes have occurred in the American workplace because of the new office technology and automation of office equipment. As with all new technology, these changes bring with it a set of health and safety concerns. In addition to obvious hazards such as slippery floors or an open file drawer, a modern office may also contain hazards such as, poor lighting, noise, poorly designed furniture, and equipment and machines that emit gases and vapors when properly maintained. Even the nature of work environment itself has produced a whole host of stress-related symptoms and musculoskeletal strains. For example, long hours at a poorly designed computer workstation can cause pains in the neck and back, shoulders, lower extremities, arms, wrists, hands, eyestrain, and a general feeling of tension and irritability.
