The City solicited sealed bid proposals for the purchase and transport of treated Class "A" exceptional quality biosolid product from its facility located at 2775 Highway 17 South, Rhinelander, Wisconsin. The estimated annual quantity available for purchase is 400 to 600 cubic yards. Sealed bid proposals were due by 12:00 p.m. CST on Friday, November 12th, 2021, at which time bids were to be publicly opened and read aloud. The contract offered two bidding options: a one-year term or a two-year term running from January 1st, 2022 to December 31st, 2023. The purchaser was required to market, distribute, and apply the biosolids in accordance with all applicable local, state, and federal laws and regulations, transport materials during normal business hours (7:00 a.m. to 3:00 p.m., Monday through Friday), and completely empty the storage building by December 1st each year. Bidders were required to propose pricing per cubic yard for either or both contract terms. The treated biosolids were available in either dry condition (35-55% or greater total solids concentration) or wet condition (25-35% total solids concentration), with no price differential between the two options. The purchaser was responsible for arranging its own transportation equipment or accepting the City's front-end loader service for loading. Purchasers were required to provide a certificate of liability insurance and comply with all regulatory requirements. The City would maintain records of all volumes hauled and invoice the purchaser in the fall based on the total annual volume recorded. The annual facility production capacity was estimated at 325 wet tons of final dried biosolid material. Contact information for inquiries was provided through Jim Gossage, WWTP Foreman (715-362-4731), or the City Administrator at cityadministrator@rhinelandercityhall.org.
