About this file

This Request for Proposals is issued by the City of Prairie du Chien, Wisconsin, seeking a qualified entity to develop, construct, equip, operate, and maintain high-quality marina facilities at the St. Feriole Island Marina Site. The City seeks to award a lease and contract to replace the previous marina operation that concluded in 2017. The proposed marina will include approximately 100 boat slips (seasonal and transient), a new boat lift, boat launch with parking, marina office, fuel and dump station, restrooms, laundry and shower facilities. The RFP was released on February 1, 2018, with a submission deadline of 4:00 PM CST on March 8, 2018. Proposers were encouraged to inspect the site prior to submission. One original and four copies of proposals were required, with late, faxed, emailed, or unsigned proposals subject to rejection. The Common Council anticipated action on proposals no later than April 3, 2018. Contact for questions was Chad Abram, City Administrator, at (608) 326-6406 or cabram@prairieduchien-wi.gov.

Proposals must include detailed information on the proposer's experience developing and operating marina facilities, financial capacity, proposed concept and site plan, management and operational approach, and annual rent offered. The marina site, located on the east side of St. Feriole Island near downtown Prairie du Chien, is situated within the Mississippi River Floodway and subject to extensive environmental and regulatory requirements including wetland delineation, archaeological survey, contamination remediation, endangered resources review, and multiple permits from the Wisconsin Department of Natural Resources and U.S. Army Corps of Engineers. The City committed to taking the lead in securing necessary approvals and permits and identified potential grant funding opportunities to support proposed improvements. At minimum, the marina must provide boat slip rentals with electricity and water, fuel sales, and a sewage pump-out facility. The specific lease terms would be negotiated with the selected entity.

Objectives To develop, construct, equip, operate, and maintain high-quality marina facilities at the St. Feriole Island Marina Site.

To ensure the marina facilities are fully compliant with the Americans with Disabilities Act (ADA).

To ensure the marina facilities are fully compliant with all applicable local, state, and federal regulations including the US Army Corps of Engineers and the Wisconsin Department of Natural Resources.

To be responsive to the needs of seasonal and transient boaters as well as the local community.

To provide appropriate services and concessions while encouraging boaters using the marina to utilize local, downtown businesses.

To continue to make St. Feriole Island a recreational resource for residents and visitors to Prairie du Chien.

Background The US Army Corps of Engineers in cooperation with the City of Prairie du Chien completed the small boat harbor (marina) in July 1960. An approximately 75 slip marina was operated at the site until 2017. In 2017, the City ended its lease with marina operator, and the operator removed its personal property including all docks, equipment, and structures.

Location The marina site is located on the east side of St. Feriole Island and is a few blocks from Prairie du Chien’s historic downtown. Located in the slough between St. Feriole Island and the mainland, the site affords the marina protection. See attached Location Map and Existing Conditions Map, Exhibits A and B.

Vision A general concept plan for the marina was completed in December 2017. The Concept Plan is attached, Exhibit C.

The plan provides an overall vision for how the marina may be developed to serve seasonal and transient boaters. The plan also notes potential regulatory constraints. The plan further identifies existing infrastructure serving the site.

One of the City’s public boat launches is also located adjacent to the marina site.

Proposers should take the concept plan as a starting point and develop their proposals based on the site conditions and constraints and their own experience and expertise in marina operations.

The City will work with the selected entity to identify and apply for grants to support the improvements proposed.

Environmental Screening and Permit Summary

A preliminary environmental screening for the proposed marina has been prepared. Based on the selected proposal, the City will take the lead in securing approvals and permits for operation and improvements proposed. Following is a summary:

Floodway/Floodplain. The entire project is located within the Mississippi River Floodway, except for an area along Main Street. See attached FEMA Map, Exhibit D, for the floodway boundaries. The proposed improvements will need to comply with the City of Prairie du Chien Floodplain Zoning Code and be permitted by the WDNR. The WDNR will not permit uses within the floodway that are not related to open space use. This includes an office, laundry, and fuel tank. Any fuel tank will need to be located outside the floodway and piped to a fuel dispenser within the floodway. As required by the Floodplain Zoning Code, any improvements within the floodway must be designed to not obstruct flow of flood waters or cause any increase in flood levels during the occurrence of the regional flood.

The one percent flood elevation is 629 msl. The flood protection elevation is 631 msl. Proposed improvements within the floodfringe will need to comply with the City of Prairie du Chien Floodplain Zoning Code and be permitted by WDNR. The elevation of the lowest floor of a structure within the floodfringe needs to be at or above the flood protection elevation. The concept plan for the marina includes expanding the existing restroom at the intersection of Washington Street and Main Street, which is already above the flood protection elevation. The bathroom expansion on the concept plan includes an office, marina retail, laundry, and showers.

Wetlands. There are wetland indicators mapped by the

WDNR located along the marina project area. See attached wetland inventory map, Exhibit E. A wetland delineation will need to be completed to evaluate the presence and location of any wetlands where shown on the wetland inventory map. The delineation will be required prior to receiving WDNR permits for the project.

Archaeological Resources. There are mapped archaeological sites within the project area. The City has received a proposal from Mississippi Valley Archaeology Center to complete a Phase 1 Archaeological survey for the project area. The Phase 1 Archaeological survey will evaluate and locate potential archaeological features in the area. The archaeological survey and archaeological approval is required prior to obtaining WDNR permits for the project.

Vicki Twinde-Javner (608-785-6475) at Mississippi Valley Archaeological Center can be contacted regarding any questions related to the archaeological survey.

Contamination. The WDNR Remediation and

Redevelopment Sites map, Exhibit F, shows the Prairie du Chien Marina Site near the Feriole Street proposed parking lot as an open site. A Phase 2 Environmental Site Assessment was previously completed in 2010 for the project site. The site assessment results show that there is a presence of contamination exceeding WDNR standards in soil and groundwater at the site. After the site assessment was completed, the WDNR modified the soil exceedance standards. The soil analytic results will need to be remapped with the current WDNR standards prior to obtaining permits and completing work within the contamination areas. A copy of the previous Site Assessment report can be made available upon request.

In addition, an unregulated dump site existed on site prior to the 1950’s. The exact location and size of the dump site is not known. An environmental site investigation will need to be completed to determine the degree and extent of the soil contamination prior to construction.

The USDA Natural Resources Conservation Service Soils

Map, Exhibit G, is also included for reference.

Endangered Resources. The WDNR Endangered Resources

Preliminary Assessment, Exhibit H, states endangered resources are present within the project area. An Endangered Resources Review Request has been submitted to the WDNR for the marina project area.

Results will be provided when available. The WDNR Endangered Resources Review will detail any specific measures required for the project to be in compliance with Wisconsin Endangered Species Laws.

Permits. The following is a list of anticipated permits or agency reviews that are expected for the project. Based on the selected proposal, the City will take the lead in securing approvals and permits for the operation and improvements proposed.

Stormwater WRAPP (DNR) Wetland Delineation Concurrence Wetland Disturbance General Permit (If wetland impacts exist) Endangered Resources Review Pier Individual Permits Boat Ramp General Permit Miscellaneous Structures Individual Permit (Shelter, Fuel and Dump Station) Floodplain Fill Permit State Approved Building Plans Archaeological review and approval Contaminated Resources review and approval
