About this file

This is a standard independent contractor agreement template between the City of Bridgeport, Connecticut and a selected contractor for design services related to the Post Office Square Project (RFP PEX01826A). The City seeks qualified firms to provide comprehensive design services for transforming a 0.76-acre community green space in Downtown North into a resilient, multi-use public space. The lead consultant must demonstrate a minimum of 10 years of experience in multi-functional urban and landscape design, including design development, construction documentation, construction administration, and permitting. Required deliverables encompass landscape architecture, architecture, and civil engineering services, along with community engagement, environmental assessments, and operational and maintenance plans. The initial contract term is nine months, with two optional six-month renewal periods exercisable at the City's discretion. Proposals were due December 3, 2025, by 2:00 pm, with anticipated construction beginning in Fall 2026. The consultant team must include expertise in urban site planning, stormwater management, green infrastructure, flood and heat mitigation, and adaptive reuse of underutilized spaces, with strong preference for firms local to Bridgeport, having Bridgeport representation, or minority-owned.

Compensation shall be paid monthly upon satisfactory completion of services and approval of payment requisitions, with the contractor required to submit a detailed Schedule of Values prior to commencing work for City approval. The contractor must maintain comprehensive insurance coverage as specified in the agreement's exhibits, naming the City as an additional insured on a primary and noncontributory basis, and must indemnify the City against claims arising from the contractor's negligent, willful, or wanton actions. The City strongly encourages submissions from Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and City-based businesses, with a goal of 30% prime contractor utilization for these groups. The project is partially funded by a Connecticut Communities Challenge grant. The City may terminate the agreement at any time with or without cause upon fifteen days' written notice, paying only for satisfactorily completed services. The agreement is subject to non-appropriation clause provisions and requires compliance with all applicable Connecticut and Bridgeport laws, codes, and non-discrimination requirements. All work product, materials, and intellectual property rights shall become the sole property of the City.
