Statement of Work for

Power Conditioner System 11 July 2022

1.0 SCOPE

This statement of work (SOW) is for a Firm Fixed Price procurement of a Power Conditioner System, for the Environmental Test Laboratory (ETL) in the Prototype, Manufacturing, and Test Division (PMTD), in accordance with (IAW) the Requirements listed below.

2.0 REQUIREMENTS

2.1 Power Conditioner System

1. Power Processors / conditioners for two 800amp panels, that supply laboratory grade equipment, with additional requirements listed below:

a. Source voltage 60 Hz 480V – 3 phase and output voltage 60 Hz 480V – 3 phase

b. Output voltage +/- 4% of nominal or less

c. Equipment rated to be installed externally in the Northeastern United States climate region

d. Equipment shall be installed externally using a NEMA 3R (or equivalent or higher) rated outdoor enclosures

e. Passive cooling preferred

2. 3 – phase output meter with power quality monitoring with additional requirements listed below:

a. Displays Voltage, Current, kVA, kVAh, kW, kWh, kVARs, kVARh, Power Factor, Frequency, % THD, % Load Bar

b. Datalogging capabilities

c. Remote panel for monitoring

3. Any additional software for operation is included with purchase and must be compatible with Windows 10 Operating System

4. First fluids filling, if applicable, must be included with overall machine cost

5. On-Site training for equipment operation and maintenance for four people.

6. Warranty covering parts and labor for a minimum of 2 years

7. Hard/printed copies of user / maintenance manuals, detailed parts list with suppliers, and electrical / mechanical schematic for equipment, 2 copies of each

8. Digital copies of user / maintenance manuals, detailed parts list with suppliers, and electrical / mechanical schematic for equipment

a. CAD files for electrical / mechanical schematic

9. Delivery, rigging, installation, and setup of machine must be included using contractor tools and labor. This includes any crane support, forklift support, leveling / shimming, packaging storage, and dunnage.

a. Any equipment stored or installed inside must fit through a 138” Wide x 136” Tall roll up door

b. Provide external concrete pad requirements at least 90 days prior to delivery.

10. Equipment must be in compliance with DFARS 225.7

2.2 Contract Options

1. Preventative maintenance service on equipment for length of warranty

2.3 Government Inspection and Acceptance

Government personnel shall complete inspection and acceptance of the unit at the destination after machine start up and training have been completed.

3.0 PACKAGING, PRESERVATION AND SHIPPING

Shipments shall be packaged and transported (FOB Destination) via safe, secure, reliable, and traceable means of transportation and provide protection from normal climatic/weather conditions and incidental mishandling during shipping to prevent any damage or loss during shipment. All shipments under this contract shall be addressed to the NAVAIR Lakehurst Staging Facility as indicated below. Shipping costs need to be incurred by the contractor who is doing the shipping.
