About this file
This is a Product Specifications document for Microsoft Sentinel implementation services for Army University (AU) and the US Army War College (USAWC).
The scope requires the awarded vendor to provide comprehensive implementation and managed support of Microsoft Sentinel as a centralized SIEM/SOAR platform for the AU/USAWC Microsoft 365 environment. Under Azure Consumption and Licensing, the contractor must provision and configure Azure resources including Log Analytics Workspace, Azure VPN, Logic Apps, Azure servers, Kubernetes, and data connectors; monitor and manage Azure consumption costs with monthly usage reports; and provide Exchange Online Plan 1 licenses and Defender for Cloud. For Microsoft Sentinel Implementation Services, the contractor shall conduct a Discovery Phase, develop a detailed Solution Design Document, implement and configure Microsoft Sentinel with onboarding of approximately 350 Intune-managed endpoints, integrate with Microsoft Entra ID, Intune, Defender, and M365 audit logs, configure analytics rules and automation playbooks, and provide knowledge transfer and training to AU/USAWC personnel with complete documentation including build documentation, operational guides, and runbooks.
Performance requirements mandate alignment with NIST SP 800-53 and OMB M-21-31 event logging mandates, a minimum 98% data ingestion success rate, monthly and quarterly performance reporting, and defined Service Level Objectives (Critical incidents: 30-minute response/24-hour resolution; High: 1-hour response/48-hour resolution; Medium/Low: 8-hour response/48-hour resolution). Contractor qualifications require Microsoft Solution Partner and Tier-1 Direct-Bill Cloud Solution Provider status, DoD/NIST/federal compliance experience, and active SAM.gov registration. All services shall be delivered remotely with coordination through USAWC IT personnel. Security and Compliance requirements include DoD and NIST SP 800-53 compliance, secure identity and MFA support, CONUS data residency and support, and alignment with CJIS, NIST, CMMC, and HIPAA frameworks. Payment shall follow defined contract milestones, with Azure consumption billed monthly on actual usage and implementation/managed services invoiced per agreed milestone schedules.
