SCOPE OF WORK (SOW)
VIRGIN ISLANDS NATIONAL PARK
CINNAMON BAY WATER DELIVERY
GENERAL INFORMATION
The Virgin Islands National Park (VIIS) is in the U.S. Virgin Islands and consists of nearly 7,259 acres of terrestrial habitat and 5,650 acres of adjacent submerged lands. The park was established by Congress on August 25, 1916. The Park’s mission is to protect, preserve, and interpret the natural, cultural, and historical resources for the benefit and inspiration of present and future generations.
There are over 167,000 visitors annually.
FACILITY BACKGROUND
The Park typically operates a water treatment plant at Cinnamon Bay, which services the Cinnamon Bay Campground facilities and the public restrooms. The plant has not been fully operational since prior to Hurricanes Irma and Maria in 2017. The Park has recently completed needed repairs on the facility and is in the process of restoring the plant to fully operational status. As the Park works through the last requirements, purchasing potable water and delivery is necessary. It is anticipated the remaining requirements will take a minimum of 120 days to complete. During that time, the Park anticipates the need for the delivery of up to 1,248,000 gallons of water. No minimum amount can be listed at this time.
SCOPE OF WORK
The successful bidder must provide potable water to the Cinnamon Bay Water Plant tanks. The Park will identify into which tank(s) the contractor shall pump the water. It is anticipated the Park will request several deliveries at a time to increase the supply in specific tank(s) which will allow the Campground to draw down the supply as needed. The Park will monitor the usage and contact the contractor when additional water is needed. The contractor shall not exceed the maximum gallon delivery amount. The Park will coordinate with the contractor to request only full truckloads of water, i.e., if the contractor’s truck holds 4,500 gallons, the park will request 4,500 gallons, not 2,600 gallons.
Water must be delivered between the hours of 7:00 AM & 4:00 PM. The contractor is responsible for abiding by all park, territory, and federal laws. The contractor is responsible for securing all necessary licenses and permits.
Please provide the number of gallons per truckload your company is capable of delivering per order.
* Receipt of service provided is required at time of service. Each invoice must identify the date water was delivered and how much water was delivered. *
Please provide your company’s Government issued DUNS number in the quote. This will assist the Contracting Officer in reviewing eligibility and past performance.
All invoices must be submitted by the selected vendor through IPP.gov. A copy of the invoice must also be provided to the on-site representative.
