About this file
This is a Procurement Determination form filed by the Arizona State Lottery under R19-3-537 (Competition Impracticable) authorizing a direct contract award to Smartplay International, Inc. The request was submitted by Todd Terrell, Chief of Operations, and approved by Jennifer Wenger, Chief Procurement Officer, on October 29, 2025.
The contract authorizes Smartplay International to provide maintenance services for four Origin systems, the Lottery's Random Number Generator (RNG) used to conduct drawings for Arizona-based games. Services include telephone support, on-site emergency service, and development services to support software changes, new games, features, and related services. The contract has an initial term of one year with a maximum term of five years, an estimated cost not to exceed $325,000, and an approved expiration date of October 31, 2030. The Lottery justified the non-competitive procurement on business continuity grounds, citing that Smartplay International is the manufacturer of the Origin System and that only two vendors currently provide RNG systems and maintenance within the lottery industry. The procurement determination was approved pursuant to R19-3-537 and includes requirements for scope of work, pricing, insurance requirements, special terms and conditions, and Arizona Uniform Terms and Conditions.

The Origin System is utilized as the Lottery's Random Number Generator (RNG), which conducts drawings for Arizona based games. The RNG has to align with our various game profiles matrix and be certifiably random.
The Contractor, Smartplay International, Inc., is the manufacturer of the Origin System owned by the Lottery. This is a highly sensitive system and requires all maintenance to be performed by the manufacturer In order to maintain system integrity and warranties. Based on the Lottery's research their are currently two vendors providing RNG Systems and Maintenance within the Lottery Industry;
Smartplay and Szrek2Solutions based on the reasons indicated above it is in the best interest of the Lottery to continue services with the manufacturer of the system.
