REFURBISHMENT OF A FMU-152A/B E3 MARGIN TEST FUZE

STATEMENT OF WORK

1.0 BACKGROUND

The Government (CHOBS Eglin, AFB) is working with the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) on upcoming Hazards of Electromagnetic Radiation to Ordnance (HERO) tests.

NSWCDD has a FMU-152A/B Electromagnetic Environmental Effects (E3) margin test fuze that is planned for use. [Note: E3 margin test fuzes are also commonly referred to as HERO test fuzes.] In order to validate the E3 test data obtained during the HERO tests, a posttest verification of the fuze’s instrumented electrically initiated devices (EIDs) must be completed. This Statement of Work (SOW) outlines the CHOBS program requirements for the contractor engineering support to facilitate the posttest verification of the NSWCC FMU-152A/B E3 margin test fuze and reassembly of that fuze.

2.0 APPLICABLE DOCUMENTS

Department of Defense (DoD) Military Standard 464C, (MIL-STD-464C), Electromagnetic Environmental Effects Requirements for Systems, dated 01 December 2010.

3.0 REQUIREMENTS

3.1 The contractor shall host up to four (4) personnel from the Government at the contractor’s facility to support the posttest verification of the FMU-152A/B E3 margin test fuze and reassembly of the fuze.

Note: Government personnel onsite at the contractor’s facility may include engineers and/or engineering technicians from the Government and/or Government support contractors.

3.2 The contractor shall provide the following engineering support to facilitate the posttest verification of the FMU-152A/B E3 margin test fuze and reassembly of the fuze for future E3 testing:

3.2.1 The contractor shall perform a built-in-test (BIT) upon receipt of the FMU-152A/B E3 margin test fuze to verify electrical functionality of the fuze.

3.2.2 The contractor shall cut the laser welds on the fuze’s forward and aft housings, so that the housings can be removed to facilitate disassembly of the fuze.

3.2.3 The contractor shall assist the Government with disassembling the fuze, so that the leads to each of the fuze’s five (5) EIDs are directly accessible. Alternatively, a connector or test port that has a direct electrical connection to the EID(s) may be used to access the EID(s).

Note: The Government will pulse electrical current into each of the five (5) instrumented EIDs to determine if there has been any deviation from the pretest EID calibration data. If any EID is damaged or is determined not be acceptable for future testing, the EID will be removed and replaced with another instrumented EID that will be provided by the Government.

3.2.4 The contractor shall assist the Government with reassembling the FMU-152A/B E3 margin test fuze.

Note: Following the reassembly of the FMU-152A/B E3 margin test fuze, Government personnel will connect a fiber-optic receiver to each cable to verify that the fiber-optic instrumentation was not damaged during reassembly of the FMU-152A/B E3 margin test fuze.

3.2.5 The contractor shall perform a BIT once the FMU-152A/B E3 margin test fuze is reassembled to verify electrical functionality of the fuze.

3.2.6 The contractor shall secure the forward and aft housings in place on the FMU-152A/B E3 margin test fuze with laser welds.

3.3 The contractor shall provide shipment of the FMU-152A/B E3 margin test fuze to NSWCDD located in Dahlgren, Virginia at the completion of the effort.

4.0 GOVERNMENT FURNISHED INFORMATION/MATERIALS/PROPERTY

4.1 The Government will provide at least one (1) spare instrumented EID for each type of EID that is used in the FMU-152A/B E3 margin test fuze.

4.2 The Government will provide a current source and 1-channel fiber-optic receiver to perform a posttest verification of the instrumented EIDs and a continuity check for the fiber-optic cables, respectively.
