Requirement Title: FMU-152A/B Electromagnetic Environmental Effects (E3) margin test fuze

Notice Type: Sources Sought Synopsis (SSS)

NOTICE:

This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1. PURPOSE OF SOURCES SOUGHT:

The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.

The proposed North American Industry Classification Systems (NAICS) Code is 336411 which has a corresponding Size standard of 1,500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.

The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. PROGRAM DETAILS:

The Government (CHOBS Eglin, AFB) is working with the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) on upcoming Hazards of Electromagnetic Radiation to Ordnance (HERO) tests.

NSWCDD has a FMU-152A/B Electromagnetic Environmental Effects (E3) margin test fuze that is planned for use. In order to validate the E3 test data obtained during the HERO tests, a post-test verification of the fuze's instrumented electrically initiated devices (EIDs) must be completed. There may be two separate post-test calibration events.

1. This involves conducting a Built-In-Test upon receipt of the FMU-152 to verify fuze electrical function.

2. Cut the laser welds on the fuze's forward and aft housings, so that the housings can be removed to facilitate disassembly of the fuze.

3. Assist the Government with disassembling the fuze, so that the leads to each of the fuze's five (5) EIDs are directly accessible. Alternatively, a connector or test port that has a direct electrical connection to the EID(s) may be used to access the EID(s).

4. Inspect EIDs to pretest calibration data.

5. Assist the Government with reassembly of FMU-152 margin test fuze.

6. Assist Government personnel in connecting a fiber-optic receiver to each cable to verify that the fiber-optic instrumentation was not damaged during reassembly of the FMU-152A/B E3 margin test fuze.

7. The Contractor will perform a BIT once the FMU-152A/B E3 margin test fuze is reassembled to verify electrical functionality of the fuze.

8. The contractor shall secure the forward and aft housings in place on the FMU-152A/B E3 margin test fuze with laser welds.

9. The contractor shall provide shipment of the FMU-152A/B E3 margin test fuze to NSWCDD located in Dahlgren, Virginia at the completion of the effort.

No reimbursement will be made for any costs associated with providing information in response to this SSS. Any information submitted by respondents to this notice is strictly voluntary.

Proprietary information or trade secrets should be clearly marked and will be safeguarded with applicable Government regulations.

Any subsequent information relating to this notification will be electronically posted to www.sam.gov.

All responses to this SSS must be submitted to the point of contact listed in this sam.gov posting.

This does not constitute a commitment, implied or otherwise, that procurement will be accomplished and is not a request for proposal or invitation for bid. Responding to this notice in no manner guarantees a contract will be awarded.

Known Qualified Sources:

Kaman Fuzing is the sole source provider of the Joint Programmable Fuze (FMU-152 A/B) that is used in MK80 Series (Cage Code 54398)

3. RESPONSES:

Respondents to this Sources Sought announcement should at a minimum provide the following information:

1. Company name, CAGE Code, Point of Contact, Phone Number, Email Address, and business size status relative to the above listed product, and whether you are an 8(a), Service-Disabled Veteran-Owned, Hubzone, or Women-Owned small business concern.

2. A brief synopsis of your company's technical capability to dis-assemble, re-assemble, and conduct a Built-In-Test of the item, to include any current efforts to become qualified, and estimated timeframe, if currently not qualified.

3. Provide information on how you will ensure you meet safety / hazardous material handling requirements.

4. Provide an expected Period of Performance for completion of tasks.

SPECIAL NOTE:

This Sources Sought Synopsis is part of the Acquisition Market Research Analysis and will be used solely to determine the basis for any competitive aspects of the acquisition.

Section C: Requirements that must be satisfied to be considered a source to validate the E3 Joint Programmable Fuze (FMU-152 A/B) fuze test data obtained during the HERO tests by conducting a post-test verification of the fuze's instrumented electrically initiated devices (EIDs).

1. Prequalification Notice. The offeror shall notify AFLCMC/EBHS or, if responding to a solicitation, the contracting officer in AFLCMC/EBHK of intent to qualify as a source for the E3 Joint Programmable Fuze (FMU-152 A/B) tasks specified in section 2.

2. Joint Programmable Fuze (FMU-152 A/B) The offeror must certify to the AFLCMC/EBHS that they have the required facilities and equipment to inspect and test the E3 Joint Programmable Fuze (FMU-152 A/B) fuze. The offeror shall make their facilities, equipment, tooling, and personnel available for evaluation and inspection by the Government.

3. Process Verification. The offeror shall identify sources for materials and standards for internally used processes. The offeror shall further define/provide written procedures for the utilization of any special test or inspection facilities and/or equipment. This documentation shall also include a diagnostic procedure showing the process the E3 Joint Programmable Fuze (FMU- 152 A/B) fuze undergoes.

4. Evaluation of Proposals Not Previously Qualified. The offeror must be fully qualified in order to be eligible for a contract award. Therefore, the offeror must fulfill all of the requirements stated, in writing, in this Justification for Qualification Requirements before the date specified for award of the contract. The government reserves the right to award a contract at the time specified for award, to a qualified source even though other sources may not have finished qualifying.

5. Approval: Approval, however, does not guarantee subsequent contract award. The government will not wait for a contractor to become a qualified for this requirement.
