The 772nd Enterprise Sourcing Squadron at JBSA-Kelly Annex, San Antonio, Texas, is seeking to award a new Firm Fixed Price contract to fulfill the expiring contract FA805225P0002 for subscription access to Chilton's Automotive Repair Manuals and National Geographic content for Department of War (DoW) Libraries. The contract requires comprehensive database services including Chilton's Auto Repair Manuals covering over 2,600 vintage vehicle makes and models with DIY repair guidance, diagrams, specifications, troubleshooting guides, multimedia content, and ASE test preparation materials. The National Geographic requirement includes National Geographic Kids, People, Animals, World, and general National Geographic content from 1888 to present, featuring full-text books, magazines, videos, maps, and images. Both databases must support unlimited simultaneous user access, backfiles, a user-friendly interface with topic browsing and search capabilities, the Access My Library mobile application with note and highlight features, and seamless integration with Google and Microsoft accounts. The contract period consists of a 12-month base period beginning June 15, 2026, plus two optional 12-month renewal periods through June 14, 2029. Pricing is divided into four CLINs for the base period and four CLINs for each option period. A Sources Sought notice posted on SAM.gov from May 8-14, 2026, yielded only one response from the incumbent vendor. The justification cites exclusive proprietary licensing agreements as the basis for sole source award, noting that the selected vendor holds exclusive digital publishing rights to both Chilton's and National Geographic content with no authorized resellers available.
