About this file
This is a Request for Proposal (RFP) notice from the California Health Facilities Financing Authority (CHFFA) seeking qualified firms to provide annual audit services for their bond program operations. The scope includes conducting financial statement audits and internal control performance assessments of CHFFA's financing programs for fiscal years ending June 30, 2016 and June 30, 2017, with a possible one-year extension option through June 30, 2018. The audit must include a complete operating and financial statement review, as well as an independent assessment of internal controls. Proposals must be submitted by April 5, 2016 at 4:00 p.m. to CHFFA's Sacramento office, with an anticipated contract start date of June 2016.
The RFP notes new legislative requirements stemming from Senate Bill 99 (effective January 1, 2010) that increased reporting and auditing requirements for conduit issuers, including state finance authorities chaired by the California State Treasurer. While the legislation primarily focused on joint powers authorities that issue bonds, CHFFA must comply with the same minimum reporting and auditing standards. No specific pricing terms, set-asides, or funding amounts are mentioned in this notice.

The California Health Facilities Finance Authority (CHFFA) REQUEST FOR PROPOSAL-Secondary
CHFFA # 03-15 - Audit Services
Notice to Prospective Proposers
March 1, 2016
The California Health Facilities Financing Authority (CHFFA) is seeking proposals from qualified firms for their services in the annual auditing of the financial statements and internal control performance of CHFFA’s operations relevant to CHFFA’s bond program.
The audit will include (1) a complete operating and financial statement and audit of the books and accounts, as well as (2) an independent assessment of the internal control and performance of CHFFA’s financing programs.
In addition, effective January 1, 2010, legislation (Senate Bill 99, which added Chapter
10.7 of Division 6 of Title 1, commencing with section 5870, to the Government Code) increased the reporting and auditing requirements for conduit issuers. While the focus of the legislation was on the joint powers authorities that frequently issue bonds, the legislation was written to include the state finance authorities chaired by the California State Treasurer. As a result, CHFFA must comply, at a minimum, with the same reporting/auditing requirements imposed on the joint powers authorities.
The engagement period will be for each of the two (2) fiscal years ending June 30, 2016 and June 30, 2017 with a possible one year option to renew for fiscal year ending June 30, 2018. CHFFA anticipates a June 2016 contract start date and the firm must be available at that time to assume services.
