About this file
This is an addendum to a Request for Proposal issued by White County, Georgia for Chemical Application Services. The RFP was released on March 5, 2026, with a pre-proposal meeting scheduled for March 12, 2026 at 10:00 AM, where bidders can obtain area measurements for the sites requiring services. The contract runs for one year with no renewal options mentioned. Services include chemical applications at multiple recreational facilities, including the Tesnatee Gap Soccer Complex and Freedom Park, with bidders required to separate pricing by location and provide a grand total on the cover sheet. Bidders may propose add-on services such as an annual preventative fire ant control program and top-dressing as menu-priced options. Irrigation repair services may be listed as add-on services or services not provided without disqualifying the bidder. Resumes of the project manager or account-related personnel with chemical application certification are required.
Bidders cannot obtain pricing from the incumbent vendor without submitting an Open Records Request. White County will provide soil testing through the Extension office up to twice per year if requested by the contractor, with any extra lime applications or additional needs billed separately. Price increases are not permitted beyond the winning bid throughout the contract period. Irrigation repair services may be bid as an hourly inspection and repair rate plus materials and parts costs. A signed acknowledgement of Addendum #2 must be attached to all proposal responses.

ADDENDUM# 2
CHEMICAL APPLICATION SERVICES
March 19, 2026
This addendum is issued to answer and/or clarify questions submitted in writing, associated with the Request for Proposal for Chemical Application
Services that was released March 5th, 2026.
Q. Is pricing from a previous vendor who performed these services available?
A. To obtain pricing for vendor that is providing current services, you would need to submit an Open Records Request
Q. Are measurements of the areas needing services available?
A. Measurements can be taken/determined at the Pre-Proposal Meeting that takes place March 12th at
10AM
Q. Will the contractor or the Rec Department be responsible for marking the sprinkler heads at time of aeration?
A. The Contractor will be responsible for marking sprinkler heads.
Q. The last application had lime (as needed). It is hard to know how much lime the fields need without a soil test. It is hard to bid on an as needed basis when some fields could potentially have need for a lot of material, and others have a minimal need.
Does White County Rec have a soil test for each field that we can view to see amounts needed? Or would it be to just apply a maintenance rate of lime for that application?
A. The White County Road Department will do a soil test through the Extension office if the contractor requests, up to twice a year. On any extra needs for lime or extra applications, that would be billed separately.
Q. Should we add a annual preventative Fire Ant control program as an Add on service not part of the original bid and regular fire ant spot treatment included in the original bid?
A. Yes, any additional services should be listed as a menu price for add-on services.
Q. Will there be an opportunity to propose top dressing as needed specifically on the playing fields?
A. Yes, please add top-dressing as a menu price for add-on services.
Q. How long is this contract for? One year or multiple years or continuous?
A. This contract runs for one year.
Q. What is the process to ask for a price increase?
A. There will be no price increases past the winning bid throughout the contract period.
Q The irrigation repair is on a case by case/incident by incident basis. Is bidding it as an hourly inspection/repair rate plus the cost of materials and parts as an add on service, ok? Do we have the ability to not bid on the irrigation repair for Freedom Park altogether as part of this bid opportunity? In other words, will not bidding on this one item knock us out of the bidding process?
A. You won’t be knocked out of the bidding process for not bidding on irrigation repair. It can be listed as a service not provided by you or your subcontractors, or you may list it as an add-on service.
Q. Is the Tesnatee Gap Soccer Complex at 2700 Tesnatee Gap Valley Road right across the road from the elementary school or is it at the main road?
The satellite program and google maps pins it at the main road. Which one is correct?
A. The second picture with the blue marker are the athletic fields to be treated. See below photos:
Q. Should all services be separated by location then have a grand total on a Bidders Cover Sheet?
A. Yes
Q. What and or who are you looking for a resume for this bid on 4.0-d? Executives, Sales, Personnel, etc.?
A. We are looking for a resume of the project manager, or someone who would be related to this account who has certification to apply chemicals.
Note: A signed acknowledgement of this addendum must be received by the White County Purchasing Assistant and attached to your proposal response.
