1. Contract Position Title. Chapel Roots Protestant Musician, Chapel Annex (Bldg 1005), Fort Eustis, VA.
2. Scope of Work. The Contractor shall provide lead vocals in conjunction with instrumental piano or guitar music to assist the congregation in worship for the Chapel Roots Protestant Service at the Chapel Annex (Bldg 1005), Fort Eustis, VA.
2.1. If necessary, practice sessions and rehearsals will be held prior to each service at a time to be determined by the Contractor and in coordination with the Senior Chapel Roots Protestant Chaplain. Special services and practice/rehearsals for those services are in addition to the normal weekly work units.
2.2. Contractor shall follow Fort Eustis operating instructions for use and care of buildings and equipment.
2.3. The Contractor shall coordinate all support requirements with the Senior Chapel
Roots Protestant Chaplain or his/her designated representative.
3. Description of Services.
3.1. Worship Service Performance. Play the guitar or piano for the designated Worship Service including: accompany singing of hymns, choruses, and spiritual songs, perform prelude, postlude, offertory, and background music for meditation and prayers, that enhance the atmosphere of worship for the particular congregation. Generally, prelude is 10 minutes before designated start time and postlude of at least 5 minutes at the conclusion of the worship Service. Play the guitar/piano as accompaniment for choir and/or worship team rehearsals.
3.2. Special Services. Contractor shall provide music as necessary for special services in coordination with the Senior Chapel Roots Protestant Chaplain and the Joint Base Langley-Eustis (JBLE) Senior Army Chaplain. Special Services may include, but are not limited to, special religious services and Memorial Ceremonies or Services. When possible, Contractor shall receive four weeks’ notice for special services. However, requests for memorials will generally be short notice.
3.3. Accompany Choir Rehearsal. Contractor shall provide piano/guitar accompaniment for choir and/or worship team rehearsals. To qualify as a rehearsal, the event will have a minimum duration of 60 minutes.
3.4. Teamwork and Communication. Contractor shall work closely and in harmony with other musicians and pastoral team, demonstrating a sensitivity and openness to participate in prayers and spiritual conversation while demonstrating a flexibility to adjust worship venues and music in accordance with the spiritual tone and atmosphere of the worship service.
3.5. Facilities Maintenance. Contractor shall follow all Fort Eustis Operating Instructions for proper administration and care of facilities and equipment. Notify the Senior Chapel Roots Protestant Chaplain or Chapel NCOIC regarding any maintenance problems or requests concerning the instrument(s) of the chapel annex facility. Contractor shall ensure that all facilities and equipment are properly secured after use.
3.6. Decorum. Contractor shall maintain model decorum with special attention to dress and conduct that is appropriate for religious services and programs.
3.7. Special Services. Contractor will perform during and around special holidays and religious observances to include, but not limited to Easter, Christmas, and New Years. In the event the contractor is incapacitated or requires time off, it is the responsibility of the contractor to provide coverage with a musician of equal or greater quality.
4. Services Summary (SS). The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government surveillance and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the Federal Acquisition Regulation (FAR) 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. The absence of any contract requirements from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Government has the right to inspect all services required in the contract.

4.2. The Contractor may be required to meet with the Quality Assurance Personnel (QAP) and/or the Contracting Office Representative (COR). Meetings shall be as often as necessary as determined by the QAP or COR.
4.3. The Quality Assurance Evaluator (QAE) for this contract is the COR. The
Contractor shall consult with the COR for resolution of problems or questions about this statement of work.
4.4. The Contractor shall be responsible for filing any applicable social security, federal, or state taxes. Contractor shall be required to submit monthly invoices to the COR before payment is made.
4.5. The Contracting Office Representative (COR). The COR will monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work and will be given an opportunity to correct nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
5. Education, Experience, and Other Significant Requirements.
5.1. Prospective contractor shall provide a resume that includes the following:
5.1.1. minimum of 4 years’ experience with a church and/or chapel program playing guitar or piano.
5.1.2. At least 1 year experience playing acoustic guitar or piano for worship services.
5.1.3. Three letters of recommendation which include contact information for verification of required experience.
5.2. Prospective contractor shall demonstrate proficiency in an audition/interview to be scheduled upon completion of the solicitation process. The audition will include the following:
5.2.1. Two musical selections chosen by the prospective contractor. The selections will represent a prelude/anthem and offertory music. These selections will be played on the chapel’s acoustic guitar or piano/keyboard.
5.2.2. One musical selection chosen by the interview panel. The prospective contractor may play this selection on either an acoustic guitar or piano/keyboard.
5.3. Contractor shall have a basic understanding of military protocol and possess the ability to communicate effectively with a diverse population.
6. Security and Access.
6.1. Personnel performing on this contract must be US citizens.
6.2. The Contractor will have no access to classified military information.
6.3. The Contractor requires no Common Access Card (CAC) and no access to the Fort
Eustis Network for the performance of these duties.
6.4. In accordance with Air Force Instructions, the Contractor shall undergo a verification process to determine trustworthiness and suitability prior to being granted access to federal property. Limited access with escort may be granted (at the installation's discretion) for an interim period while investigations are being conducted. 733 Security Forces Squadron will conduct background checks on all contractor personnel requiring access to the installation.
6.5. Contractor shall be responsible for safeguarding all Government property provided for use.
7. Government Furnished Equipment and Services.
7.1. The Government will furnish all equipment (microphones, keyboard, guitar and other associated sound system equipment) necessary for the performance of duties. The Contractor shall be responsible for safeguarding all equipment.
7.2. The Government will provide access to photocopy machine as necessary to the performance of the Contractor’s duties.
7.3. The Government will not provide office space, workspace, information technology (IT) equipment or IT access.
8. Privacy Act. Work on this contract may require that Contractor have access to Privacy Information. Contractor Personnel shall adhere to the Privacy Act, Title 5 of the
U.S. Code, Section 552a, and applicable agency rules and guidance.
