About this file

This document is a notice of changes implemented through Presidential Executive Orders, specifically detailing modifications to federal contract clauses and representations. The document, dated February 18, 2025, outlines a class deviation authorized by the Civilian Agency Acquisition Council implementing Executive Orders 14173 and 14168, which revoke previous equal employment opportunity guidelines and update terminology related to employment practices.

The key changes include the elimination of several standard contract clauses related to affirmative action, equal opportunity, and compliance reporting (such as 52.222-9, 52.222-21, 52.222-26), while introducing new required clauses for representations and certifications. The document also notes that the System for Award Management (SAM) may continue to display older representations, but contracting officers will not consider these when making award decisions. The changes reflect a significant shift in how federal contracts will handle employment and representation requirements, with a focus on what the executive orders describe as "restoring merit-based opportunity" and "defending biological truth."
