About this file
This is a Change Flyer (Amendment #2) issued by the Pennsylvania Department of Military and Veterans Affairs (DMVA) Division of Procurement and Contracting for the Snow Removal Services solicitation at the Pennsylvania Soldiers' and Sailors' Home (PSSH). The flyer documents clarifications and answers from a mandatory site visit held on December 11, 2025, at the PSSH facility located at 560 East Third Street, Erie, Pennsylvania. The solicitation (Number 6100064987) requires bidders to provide 24/7 snow removal services, with proposals due by December 19, 2025, at 1:00 PM. Key service requirements clarified during the site visit include removal of snow down to bare pavement on all roadways and the blockhouse area, salting of designated areas with each removal, removal of snow to designated locations on either side of the road leading to the blockhouse, and maintenance of emergency exits on ramps and stairs. The contractor must comply with background check requirements through the Pennsylvania State Police and maintain awareness of site-specific constraints such as a 15-ton weight limit on a bridge and the need to avoid blocking vehicles or fire hydrants marked with reflective tape and flags.
The flyer specifies that all snow placement must occur in designated areas to accommodate the limited space available on the facility grounds. Bidders are required to attach this amendment to their solicitation responses, and failure to do so may result in disqualification. The scope of work encompasses both snow removal and ice management services across the PSSH jurisdiction, with the contractor assuming responsibility for equipment such as steel plow edges and skid steer operations. No specific pricing information, set-aside designations, or contract term details are provided in this amendment document, which serves solely to clarify site conditions and operational expectations established during the mandatory pre-bid site visit.

Which stie do we go through for the background check, this one? Yes, PA State Police.
Who takes care of it now? Our Maintenance Team What happened last year? It was only one time, my guys called off.
This is 24/7? Yes. I’d have to look at what the specs are.
Down to bare pavement? Yes, scorched earth is what we call it.
Any ramps and stairs you see cause they are emergency exits?
Correct.
Plow this with regular steel plow edge? Yes.
Does this (blockhouse area) all get salted…every time? Yes.
Not seeing a lot of places to put the snow. No, that’s the problem. Either side of the road going back to the blockhouse is where snow can be placed.
Is there a weight limit (Bridge)? 15 tons, it is signed. I’d have to check.
All the area by the skid steer too? Yes.
Any areas off limits for placing snow? As long as you don’t block the cars or fire hydrants. All our fire hydrants have reflective tape and flags.
