About this file
This document is a justification for a single source award for a new five-year blanket purchase agreement between the Department of Veterans Affairs and the Connecticut Hospital Association. The agreement is for payment of yearly membership fees not to exceed $235,500.00. Membership to the Connecticut Hospital Association provides expertise, assistance, representation on healthcare issues, and advocacy at the state and federal level. It also offers on-site education programs and facilitates collaborative teams and networks to share knowledge and resources for direct patient care. As the only statewide organization in Connecticut that offers this type of administrative network focusing on healthcare administration, leadership, and management, no other supplier can provide the same capabilities.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-23-AP-3004
1. Contracting Activity: Department of Veterans Affairs, VISN 01, VA Connecticut Healthcare System, Regional Procurement Office East, Network Contracting Office 1.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
A new 5 year BPA with Connecticut Hospital Association (CHA) for payment of yearly membership fees for Connecticut VA Healthcare System. Not to exceed $235,500.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Connecticut Hospital Association (CHA) is a professional healthcare organization within the state of Connecticut (CT). Membership to CHA provides members with expertise, assistance, and representation in a variety of healthcare issues, as well as advocacy initiatives within the state and federal domains.
Additionally, CHA offers on-site education programs in various areas of executive, leadership, management, and healthcare skill building, quality, patient safety, coding and billing and other regulatory topics.
CHA membership is exclusive to CT healthcare organizations and facilitates and manages collaborative teams and networks to share knowledge, resources, and equipment for direct patient care. This is the only organization in CT that offers this administrative network. Population health (the incidence of diseases in a variety of groups of people who reside in a range of zip codes) are also addressed through collaboration and expertise within the member facilities.
4. Description of market research conducted and results or statement why it was not conducted:
CHAs capabilities were compared with two similar professional healthcare organizations. the American medical Association (AMA) and The American College of Healthcare Executives (ACHE). AMA and ACHE are not capable of providing networking opportunities with other healthcare organizations in CT. Both AMA and ACHE are national organizations. AMA membership is exclusive to clinical providers, medical students, or resident. ACHE’s membership is an international organization with a focus to advancement of healthcare delivery through education and research. Both organizations do not function on a local, executive level dedicated to collaboration and networking in support of CT executive leaders in hospitals and other health related organizations. CHA is the only organization that is solely open to all CT organizations for healthcare administration, management, and leadership. CT VA leadership wants to belong to an administrative organization that is exclusive to the state of CT. While there might be overlap where physician practices can be part of the AMA, ACHE, and CHA (as a business), the focus for CHA is to provide local healthcare networks, while the AMA is solely for clinical physicians.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are
