About this file

This is a Notice of Intent for a sole-source contract modification to five existing Architect-Engineer contracts held by Axim Geospatial, Dewberry Engineers, NV5 Geospatial, Tetra Tech, and Woolpert for the NOAA National Ocean Services (NOS) Office for Coastal Management (OCM). The contracts (1305M221DNCNP0016-0020) were originally awarded on August 12, 2021 with a shared maximum ordering value of $49 million and a five-year period of performance through August 28, 2026. The modification will increase the shared maximum ordering value.

The requirement is for professional geospatial support services including lidar/radar imagery acquisition, thematic mapping, quality assurance, topographic/bathymetric product generation, coastal engineering, and various other geospatial services supporting NOAA's Digital Coast platform. The NAICS code is 541370 with a $19 million size standard. Interested parties must submit capability statements by 12:00 PM ET on February 12, 2025 to demonstrate their ability to meet the end-to-end requirements. Responses should be emailed to Carley Flaxman (Contract Specialist) and Dorothy Curling (Contracting Officer). The incumbent contractors are considered uniquely qualified as the only known firms capable of performing the work within the required timeframe.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

This is a notice of intent to sole-source a contract modification pursuant to the authority of 41 U.S.C.

3304(a)(1), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to award a contract modification to Axim Geospatial, LLC (Axim), Dewberry Engineers, Inc. (Dewberry), NV5 Geospatial Inc. (NV5), Tetra Tech Inc. (Tetra Tech) and Woolpert, Inc. (Woolpert) for the National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS), Office for Coastal Management (OCM) who has a requirement for professional geospatial support services. Architect-Engineer (A-E) contracts 1305M221DNCNP0016, 1305M221DNCNP0017, 1305M221DNCNP0018, and 1305M221DNCNP0019, and 1305M221DNCNP0020 which were awarded pursuant to the procedures set forth in FAR 36.6, Architect-Engineer Services, on August 12, 2021, have a shared maximum ordering value in the amount of $49,000,000.00 with a five-year ordering period that extends from August 29, 2021 through August 28, 2026. These contracts will be modified to increase the shared maximum ordering value.

OCM’s geospatial mapping services directly supports NOAA’s statutory mandate (pursuant to the Coastal Zone Management Act) to manage the nation’s coastal resources, including the Great Lakes;

with the goal to “preserve, protect, develop, and where possible, to restore or enhance the resources of the nation’s coastal zone”. OCM has been charged with this important mission since the mid-1990s and works closely with state and local coastal zone management partners and other NOAA and Federal Agency programs to identify requirements and to provide geospatial data and services that enhance understanding of coastal environments, as well as the ability to manage, protect, and use valuable coastal resources. OCM also manages NOAA’s Digital Coast which is an enabling platform of actionable information that provides data, tools, and training used by coastal communities to manage and address their coastal issues. OCM works very closely with each state’s coastal zone management program, local governments, nongovernment organizations, and other Federal agencies to provide end-to-end solutions to coastal and ocean management issues.

The NOAA, NOS, OCM requires geospatial support services to provide for various areas of expertise in the geospatial services field, specifically lidar, radar, imagery, or other data acquisitions using multiple platforms; thematic mapping, quality assurance, editing, and accuracy assessment; high resolution topographic/bathymetric product generation; coastal engineering, survey and control services; and other geospatial services including geospatial data and map service development, data management, data conversion, data integration, data analysis, data modeling, data visualization, database development, cartographic production, and socioeconomic analysis geospatial training and technical assistance, all in support of the Digital Coast. This geospatial data and services are also utilized in other various applications and forms by state and local coastal resource managers, planners, decision makers and technical users to address a number of key coastal and ocean issues, such as coastal hazards and resilience, flood risks, green infrastructure, coastal and ocean habitat, and coastal and ocean planning. As a result, this requirement enhances the understanding of coastal environments and the ability to manage, protect, and use valuable coastal resources. Contractor personnel working on these tasks must have a thorough understanding of the data acquisition, thematic mapping, image processing, photogrammetry, surveying, geospatial integration, modeling, and analysis. These products are only created through this contract vehicle and by the current contractors. No other contractors have the equipment, knowledge, and experience required to meet OCM’s geospatial requirements.

Axim, Dewberry, NV5, Tetra Tech and Woolpert are uniquely qualified to provide these services to NOS as they are currently performing and fulfilling the requirements and are the only known firms capable of performing the end-to-end requirement in the timeframe needed for the upcoming geospatial data collection and analysis services funded by both special interest actions and annual appropriations.

The North American Industry Classification System (NAICS) code for this requirement is 541370, Surveying and Mapping (except Geophysical) Services, and the business size standard for this NAICS code is $19 Million.

This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government.

Responses to this notice must be provided within 15 calendar days from the date of this notice.

Companies who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the end to end requirement in the timeframe required. The response must be sufficient to permit agency analysis to establish a bona fide capability to fully meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 12:00 P.M. ET, February 12, 2025. The responses must be submitted via e-mail to Carley Flaxman, Contract Specialist, at Carley.Flaxman@noaa.gov and Dorothy Curling, Contracting Officer, at Dorothy.Curling@noaa.gov.
