About this file

This is a Statement of Work (SOW) for the procurement of sea strainers for the USCGC TAHOMA, a United States Coast Guard cutter. The procurement addresses critical operational needs stemming from previous quality issues, including poor-quality castings and unauthorized cadmium-plated hardware that caused premature failure in saltwater environments.

The requirement specifies the procurement of two (2) complete SSDG/EDG sea strainers, Model/Part Number 72-44F-1SS (3-inch), each rated at 150# ANSI flanged, 200 PSIG maximum, with bronze construction and Monel material baskets featuring 1/32" perforations. All hardware must be 316 Marine-Grade Stainless Steel, with cadmium-plated hardware explicitly prohibited. Only new equipment is acceptable; refurbished, remanufactured, or surplus items will be rejected. Vendors must submit upfront proof of compliance including a Certificate of Origin/Buy American Act compliance statement and a technical specification sheet confirming the exact model specifications. Delivery documentation must include Material Test Reports and Factory Test Reports certifying marine-grade stainless steel hardware and Monel baskets. Delivery terms are FOB destination to US Coast Guard Yard, USCGC TAHOMA, Baltimore, Maryland, with a mandatory delivery date of December 15, 2026. This is a total small business set-aside solicitation (NAICS 333998, small business size standard 700) processed under FAR Part 12 as a firm-fixed price Request for Quote (52000QR260027691). The Coast Guard requires vendors to confirm product availability and provide complete cost breakdowns including delivery and freight charges with their proposals.

Description/Specification/Work Statement For CGC TAHOMA SEA STRAINERS

1. Background and Current Observed Issues

The USCGC TAHOMA requires renewal of two (2) SSDG/EDG sea strainers to supply cooling water and maintain power generation. Previous procurements of similar strainers yielded poor-quality castings and unauthorized cadmium-plated hardware. Cadmium plating is prohibited on Coast Guard cutters because it corrodes rapidly in saltwater environments, leading to strainer failure and preventing the SSDGs from operating. Proper material specification is critical to prevent recurrence and maintain configuration management.
