About this file
This document is a Performance Work Statement (PWS) for the maintenance and support of the Integrated Bridge System (IBS) on the USCGC MACKINAW (WLBB-240). The PWS details the requirements for the contractor to perform a full system assessment of the IBS and complete grooming tasks, manage the IBS configuration, and provide technical support as needed.
The key details include: The contractor must provide qualified technical representatives familiar with the IBS to perform maintenance, testing, and troubleshooting. The contractor must submit a pre-groom survey, groom performance test plan, and quarterly configuration management reports. The contractor is responsible for managing hardware and software configuration changes, maintaining technical documentation, and providing engineering support services as requested. On-site technical support must be provided within defined response times if authorized by the Contracting Officer. Overall, the PWS outlines the comprehensive maintenance and technical support requirements for the MACKINAW's IBS.

Prepare a test sequence Gantt chart that shows the inspections, calibrations, maintenance actions, and pre-operational tests to be performed on shipboard equipment while dockside, as well as the post-groom operational tests to be performed during dock trials or sea trials. Include the expected duration of each task, show any task interdependencies or sequencing, and note where coordination with grooms of other systems outside the scope of this work item is required. List any other additional data or documentation required for the groom.
3.3.5 Authorized additional work. Based on review of the pre-groom survey or as a result of conditions discovered during the groom, submit a Condition Found Report for any additional recommended tasks to be performed that are outside the scope of the groom. Provide a separately priced proposal describing the tasking, required labor, and associated costs. This separate price proposal may or may not be accepted by the Coast Guard, negotiated and executed at time of groom.
3.3.6 Shipboard groom coordination meeting. Part of the Integrated Bridge system groom verifies that interfaces to the Power Monitoring System (PMS), main propulsion system, auxiliary systems, and the Machinery Plant Control & Monitoring System (MPCMS) are functioning properly. The Contracting Officer will convene an integrated groom coordination meeting at which each system groom contractor shall identify any test which requires coordination with any of the other system groom contractors.
Attendance at one additional meeting is also required to review lessons learned upon completion of all testing requiring inter-contractor coordination. Attendance at additional meetings beyond the two per groom period described above shall be as directed and funded by the Contracting Officer.
3.3.7 Shipboard groom performance. During each shipboard groom visit, test and validate system and component performance as outlined in the Groom Test Sequence and detailed in the Groom Performance Test Plan.
3.3.8 Accountability. Provide a single on-site point of contact for the duration of the groom who will be responsible for all employees and subcontractors performing tasks under this work item.
3.4 Post groom underway performance test. After satisfactory completion of the dockside groom, perform dock trials and sea trials as outlined in the Groom Test Sequence and detailed in the Groom Performance Test Plan. Test and validate component performance, ensuring the proper interoperability of the system with others.
3.5 Visit report. Upon completion of each visit, provide an out briefing to the Engineering Officer (EO) and COR, prepare and submit a preliminary written report of the work performed and the final equipment condition at the time of departure. The ship’s EO will sign the bottom of the preliminary report, acknowledging its receipt, and forward it to the COR for approval. Track the availability of component improvements and technological upgrades in the form of manufacturer upgrades and replacements to hardware. As upgrades or new features become available, advise the KO of the improvement, its benefits, cost, impact of not upgrading, and the effects on Coast Guard storeroom items and associated bridge system components. When authorized by the contracting officer, generally through a task order, submit a formal proposal for performing the hardware upgrade. Identify and propose solutions to any interface problems with other shipboard systems and/or other collateral costs
15 (Rev-0) projected to result from the modifications. Any configuration change that dictates a change in system spares allowance shall be identified within the proposal. Therefore, revise the system parts schedule, by adding new components/piece parts, deleting removed items, or modifying items that have been replaced.
The Coast Guard will review this proposal and approve or reject within (60) days, in writing. If approved, the (KO) will provide direction as to the method by which the change(s) will be authorized.
3.5.1.2 Coast Guard generated upgrades. Based on evolving mission requirements and/or equipment performance, the Coast Guard may identify desired equipment enhancements or upgrades. The Contracting Officer will submit a written request describing the Coast Guard’s recommended change.
Respond to this request, within (45) days of its receipt, via a formal proposal. In the response, identify and recommend proposed solutions to any interface problems with other shipboard systems, identify other collateral costs projected to result from the modifications, and identify impacts on storeroom items. If approved, the Contracting Officer will provide direction as to the method by which the change(s) will be authorized. 3.5.1.3 Document maintenance for product improvements, upgrades, and component replacements. As system enhancements, upgrades and modifications are installed, provide updated versions of USCGC MACKINAW’s (WLBB-30) system configuration documentation that accurately reflect the changes.
This documentation shall include technical manual revisions, drawing revisions, and the parts schedule.
In the event that the baseline cutter configuration documentation is found to contain flaws, notify the Contracting Officer within (7) calendar days upon discovery of flaws. Once the Contracting Officer approves the proposal, correct the cutter configuration documentation accordingly. Each technical manual revision may be provided as a whole new electronic copy of the manual, provided the Coast Guard is given the ability to easily print just the changed pages. All drawing changes shall be in accordance with SFLC Std Spec 0805. Revise the system parts schedule, by adding new components/piece parts, deleting removed items, or modifying items that have been replaced. These technical documentation revisions are required to enable the Coast Guard to update its configuration management data.

When authorized by the contracting officer, generally through a task order, submit a formal proposal. Identify and recommend proposed solutions to any interface problems with other shipboard systems and/or other collateral costs projected to result from the modifications. The Coast Guard will review this proposal and approve or reject within (60) days, in writing. If approved, the Contracting Officer will provide direction as to the method by which the change(s) will be authorized.
3.5.2.2 Coast Guard generated software upgrades. Based on evolving mission requirements and/or equipment performance, the Coast Guard may identify desired software enhancements or upgrades for USCGC MACKINAW (WLBB-30) unique software. The Contracting Officer will submit a written request describing the Coast Guard’s recommended change or new requirement. Respond to this request, within (45) days of its receipt, via a formal ECP. In the response, identify and recommend proposed solutions to any interface problems with other shipboard systems and/or other collateral costs projected to result from the ECP modifications and shall identify impacts on Coast Guard storeroom items. The Coast Guard will review this proposal and approve or reject within (60) days, in writing.
