About this file

This is a Statement of Work (SOW) for government-furnished equipment (GFE) procurement supporting the CGC Healy Dockside Availability FY27. The procurement requirement is for two (2) vacuum breaker/air purge valves, part number 18U03-4F0-DBY, to support Work Item 30, Recapitalize MSW & ASW Valves (SLEP). The valves are specified as 3-inch NPS, 125-pound ANSI B16.6 flanged vacuum breaker valves with globe-style high-flow type design, rated at 80 SCFM per second with an air release valve rated at 260 SCFM nominal. The valves must feature an ASTM A536 ductile iron body with fusion bonded epoxy coating and silicon bronze internals. These components are required for installation aboard CGC Healy to complete Auxiliary Diesel Generator Seawater (ADGSW) system modifications in accordance with Coast Guard Drawing 420-WAGB_524_7.

The procurement objective is to ensure timely availability of the specified GFE valves to support system modification, installation, hydrostatic testing, operational testing, and system restoration during the planned availability. The valves will be provided to the installation contractor for integration into the ADGSW system. Delivery is requested by January 5, 2026, to the SFLC PE Staff in Seattle, Washington at 1519 Alaskan Way S., Seattle, WA 98223. Questions regarding the SOW should be directed to LTJG Derek Raymond at (860) 701-6607 or derek.k.raymond@uscg.mil. The procurement is identified by PR #52000PR260027952 and was last updated on August 21, 2026.

STATEMENT OF WORK (SOW)

FOR

CGC Healy DS FY27 GFE - SLEP

1.0 SCOPE

The CGC HEALY Dockside Availability FY27 effort requires procurement of Government-furnished equipment (GFE) to support Work Item 30, Recapitalize MSW & ASW Valves (SLEP). This procurement provides the GFE vacuum breaker/air purge valves required to complete Auxiliary Diesel Generator Seawater (ADGSW) system modifications aboard CGC HEALY.

The required GFE consists of the valves identified in 3.0 Required Parts, specifically the 3-inch NPS, 125-pound ANSI B16.6 flanged vacuum breaker valves, globe-style high-flow type, rated at 80 SCFM per second with air release valve, 260 SCFM nominal, ASTM A536 ductile iron body with fusion bonded epoxy coating, and silicon bronze internals. These valves are required to support installation of the new vacuum breaker/air purge valve arrangement serving the Auxiliary Diesel Generator in accordance with Coast Guard Drawing 420-WAGB_524_7 and applicable work item requirements.

Timely procurement and delivery of these GFE valves is critical to support CGC HEALY DS FY27 planning and execution, including scheduled removals, installation, hydrostatic testing, system restoration, operational testing, and completion of the SLEP work item during the planned availability.

2.0 OBJECTIVE

The objective of this procurement is to purchase the Government-furnished equipment (GFE) vacuum breaker valves listed in 3.0 Required Parts for installation aboard CGC HEALY during the DS FY27 availability under Work Item 30, Recapitalize MSW & ASW Valves (SLEP).

The procured valves will be provided to the installation Contractor for use in completing the ADGSW system modification, including installation of the new vacuum breaker/air purge valve serving the Auxiliary Diesel Generator. This procurement will ensure the required GFE valves are available to support system modification, hydrostatic testing, operational testing, and restoration of the affected seawater systems to satisfactory operating condition.

Procuring these valves in advance reduces schedule risk, supports successful completion of the CGC HEALY DS FY27 availability, and contributes to continued seawater system reliability and cutter mission readiness.
