About this file

This is a standard specification and work statement for conducting inspection and optional repair services on the #2 Main Propulsion Diesel Engine (MPDE) of the USCGC Healy, a Coast Guard vessel.

The contractor must perform a comprehensive component assessment and salvage inspection of the damaged Sulzer 12ZAV40S diesel engine located in Generator Room 2 at Coast Guard Base Seattle (1519 Alaskan Way S, Seattle, WA 98134) during the period of October 26-30, 2026. Work Item 1 (mandatory) requires the contractor to conduct a detailed evaluation identifying parts suitable for reclamation and reuse, compare measurements against allowable clearance readings, and deliver a final comprehensive report with high-resolution color photographs within one week of completion. Work Item 2 (optional) authorizes component repairs not to exceed $100,000 in total cost, specifically including inspection and requalification of the camshaft. The contractor must provide a Defense Maritime Solutions, Inc. certified Technical Representative with demonstrated experience on the Sulzer 12ZAV40S engine who will be present for all disassembly, inspection, reassembly, and testing activities. All work must comply with Surface Forces Logistics Center Standard Specification 0000, occupational safety standards (CFR Title 29, Part 1915), and environmental protection requirements for hazardous waste disposal. Coast Guard personnel will operate all shipboard machinery; only the contractor performs inspection and repair work. All acceptance testing must occur in the presence of the Coast Guard Inspector, with test results submitted within one week of completion. The project points of contact are Derek Raymond, LTJG (Project Planner) and Joshua Martin, LCDR (Port Engineer).
