This is a Performance Work Statement (PWS) for vessel repair services to be performed by commercial contractors at a Coast Guard facility for the USCGC HEALY.

The contract covers fire detection equipment replacement and system restoration work to address damage from an engine casualty and resulting fire in Generator Room #2 of the USCGC HEALY. Work is to be performed at Coast Guard Base Seattle (1519 Alaskan Way S, Seattle, WA 98134) with a performance period ending no later than October 16, 2026. The contractor must provide a certified Siemens fire safety technical representative on-site to handle installation, troubleshooting, testing, and compliance with manufacturer procedures. Government-furnished equipment includes 11 photoelectric detectors (NSN: 6350-01-663-7144, estimated at $214/unit), 4 flame detectors (NSN: 5961-01-599-4004, estimated at $2,500/unit), and 4 interface modules (NSN: 5895-01-650-6571, estimated at $120/unit). The work involves two contract line items (CLINs): CLIN-001 for inspection and evaluation of the entire detection loop in Generator Room 2 with submission of a Condition Found Report, and CLIN-002 for repair work including removal of damaged detectors and wiring, cleaning of remaining equipment, installation of replacement components, and comprehensive testing in accordance with NFPA Standard 72. Testing requirements include verification that all detection devices function properly, audible alarms sound correctly, trouble detection operates, remote panels are fully functional, and all system troubles are resolved. The contractor must also replace the failing PMI-2 interface and renew approximately 350 feet of DXOW-4 cable using the same routing and hangers as existing cable, with proper tagging and solderless compression type lugs for all terminations.

None.

3.1.2 Tech Rep. The Contractor must provide the services of a Technical Representative who is a certified representative of Siemens fire safety products to accomplish the following on site:

Provide manufacturer's proprietary system/ equipment information, software, and tools.

Assist with installation, troubleshooting, and testing of the equipment/system.

Ensure compliance with manufacturer's procedures and standards during system installation and testing.

3.1.2.1 Ensure the Tech Rep has experience with the system/equipment stated above and demonstrated on their résumé.

3.1.2.2 Submit the name and résumé of the Tech Rep with the solicitation response.

3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000.

3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below:

Decks

Bulkheads

Machinery

Ventilation

Piping

Monorail trolley system

Lighting

Wiring

NOTE

Coast Guard personnel will operate all shipboard machinery and equipment.

3.1.5 Scaffolding. The Contractor must, in accordance with CFR Title 29, Part 1915, Subpart E, erect suitable staging or scaffolding, as required, to facilitate work.

3.2 Operational test - initial. Prior to commencement of work, in the presence of the Engineering Officer or their designee the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR.

3.3 Background. The USCGC HEALY experienced an engine casualty in Generator Room #2 that resulted in a fire in the compartment. Fire detection equipment and wiring were exposed to high temperatures causing a ground fault in the system. It is known that all equipment and wiring in the upper section of the Generator room will need to be renewed. The system also presents numerous faults that are likely linked to this damage. There are also issues with the Person Machine Interface (PMI-2) retaining memory and must be replaced.

Note

The CG Drawing incorrectly identifies the Flame Detector associated Interface Modules as HTRI-R. They are verified to be HTRI-S modules.

3.4 CLIN-001: Inspection

3.4.1 Evaluation. The Contractor must evaluate the entire detection loop that runs through Generator Room 2 for further damage and/or faults. Submit CFR. Any additional equipment/labor needed because of the evaluation will be subject to a change request.

3.4.1.1 Pricing for any additional travel costs, material, or field service days will be requested and handled by the KO under the terms of the contract. Any repairs beyond the base scope identified in paragraph 3.4.1 shall be documented in a Condition Found Report (CFR) with a technical description of the recommended repairs. The CFR shall be provided to the Technical POCs and the Contracting Officer.

3.5 CLIN-002: Repair

3.5.1 Removals. The Contractor must remove the following known damaged (melted) detectors, bases, modules, and associated wiring. All are shown on CG Drawing 420-WAGB-436-026 Sheets 5 and 6. The wiring connecting these devices is also damaged and must be removed.

1 each - DI 3IS Intrinsically Safe Ionization Smoke Detector o C-SM3274

4 each - 20/20/MI-11-SF Flame Detector and associated HTRI-S Interface Module o C-SM3277 o C-SM3281 o C-SM3282 o C-SM3271

1 each – HLIM Line Isolator Module o C-SM3285L

Approximately 350 ft – DXOW-4 Cable

3.5.2 Cleaning. The Contractor must clean any detection equipment in Generator Room 2 that will remain in place using OEM approved cleaning methods.

3.5.3 Installation. The Contractor must program and install new detectors, bases, modules and wiring in place of those removed in paragraph 3.5.1 as well as any additional equipment, as found in paragraph 3.4.1, that was removed. For bidding purposes, bid on known damage and general troubleshooting of the circuit. The GFE list in paragraph 1.2 is what the USCG has on hand for spares; more of the same GFM is available as needed, inquire with the CG Inspector.

3.5.3.1 Wiring. The Contractor must renew all faulty wiring (approximately 350 ft.) with DXOW-4 cable and connect to each device in accordance with SFLC 3042 and the CG Drawings in Section 2.

3.5.3.1.1 New cables must use the same route and hangers as the existing cable.

3.5.3.1.2 The Contractor must tag all new wiring to match labeling and materials on the existing wiring and in accordance with the CG Drawing 420-WAGB-436-026.

3.5.3.1.3 Sufficient slack must be provided in cables to prevent undue stresses on terminal connections due to vibration. Sufficient slack shall be provided in each wire length for two replacements of the terminals on 14 AWG and smaller conductors.

3.5.3.1.4 Except when not practical because of component design (e.g., box lug terminals), wiring shall terminate in solderless compression type lugs and shall have ring terminals or a machined hole for connection to the terminal stud. Spade type lugs must not be used.

3.5.3.2 PMI. The Contractor must provide and replace the failing PMI-2 with a new PMI-2 in accordance with CG Tech Pub 5362.

Verify that the audible alarms sound whenever a detector within the space is alarming.

Verify that the trouble detection functions properly on at least one device in the supervisory loop.

Verify the system operates properly from each remote panel.

3.5.4.1 Verify the Four Remote Panels are fully functional.

3.5.4.2 Verify all system troubles are resolved. If there are any troubles than cannot be resolved during the project, notify the USCG with details and a proposed resolution in the test report, via CFR.
