About this file
This is a Statement of Work for bilge and space cleaning services on the USCGC Healy, a U.S. Coast Guard vessel stationed at USCG Base Seattle, 1519 Alaskan Way S, Seattle, WA 98134.
The contractor must clean 36,426 square feet of contaminated spaces including deckplates, flooring, ladder wells, treads, and bilges that have been exposed to oily/water mixtures containing PFOS-containing aqueous film-forming foam (AFFF). For steel decks, bilges, metallic painted surfaces, electrical matting, and tiles, the contractor shall rinse surfaces with hot water (110-160 degrees Fahrenheit) and either FluoroFighter or PerfluorAd cleaning agents, agitate the solution for a minimum of 30 minutes, collect residual liquid, and dispose of PFAS-contaminated materials in compliance with federal, state, and local regulations and SFLC Standard Specification 0000. This process must be repeated twice per space. For the "Bowling Alley" areas, the contractor must also clean the first foot of bulkhead above the deck with three wipedowns using warm water without the 30-minute soak requirement. The contractor may propose alternative PFOS cleaners with approval and supporting documentation of effectiveness. Additional contractor responsibilities include installing protective coverings to prevent equipment damage, removing furniture, blocking deck drains as needed, and submitting completion documentation identifying cleaned areas and cleaning agents used. The performance period is 24 August 2026 through 4 September 2026. All work must comply with SFLC standard specification 0000, Coast Guard Drawing 420-WAGB-801-001, and Coast Guard Drawing 420-WAGB-634-001. Questions should be directed to LTJG Igor Guerrero at igor.guerrero@uscg.mil.

Statement of Work Bilge and Space Cleaning
USCGC Healy
1. GENERAL
1.1 Background
The US Coast Guard (USCG) is seeking services to clean spaces that have been contaminated with an oily/water mixture that also had PFOS-containing AFFF. The spaces have been de-watered, but there is residual contamination of the decks that needs to be cleaned.
Scope
The contractor must:
1. Clean deckplates, flooring, ladder wells including treads, and bilges in required spaces to abate PFAS from AFFF.
2. Install protections as needed to prevent damage to equipment in spaces during cleaning.
3. Dispose of all hazmat and contaminated materials IAW with local, state, and federal regulations.
4. Comply with SFLC standard specification 0000.
All work to be done onboard CGC HEALY at USCG Base Seattle at 1519 Alaskan Way S, Seattle, WA, 98134
2. REQUIREMENTS
a. For steel decks, bilges, metallic painted surfaces, electrical matting and tiles listed in
Table 1, the Contractor must rinse the surface with hot water (between 110 and 160 degrees Fahrenheit) and either FluoroFighter or PerfluorAd. Agitate the cleaning solution while it soaks the surface for at least 30 minutes. Collect the residual liquid and dispose of the PFAS-contaminated fluid in accordance with Federal, State and Local law and SFLC Std. Spec 0000. Repeat this process twice per space.
(1) The Contractor may suggest a diƯerent PFOS cleaner with approval from the US
Coast Guard. The contractor must provide documentation that the product is eƯective at removing PFOS
(2) The “Bowling Alley” areas also need the first foot of the bulkhead above the deck to be cleaned with the agent with three wipedowns with warm water. The 30-minute
Commented [BA1R2]: I also removed the requirement for the Contractor to document the removal of the hazard. Even if they do their job properly, it is unlikely that they will be able to provide a “clean” sample showing that PFOS has been completely removed from the space.
Holding them to that standard seems unreasonable and will cost a huge amount of money.
Commented [BA1]: I narrowed the scope and removed the tank pumping. I am concerned that dealing with this much deck space is going to exceed the 350k SAP limit, and I would like to try to stay under that if we can.
Pumping down the tanks is a diƯerent function than cleaning the decks, so I think it would be reasonable to bid that out seperately. The next time we do our typical clean and inspection of the tanks, we can incorporate instructions to mitigate PFAS. That will buy us a little time to see if regulations, cleaning products and best practices improve. There isn’t much to go on right now.
soak is not required for these vertical surfaces. Use this same procedure for aƯected ladders.
b. See Coast Guard Drawing 420-WAGB-801-001for guidance about the location and disposition of the spaces listed in Table 1.
c. The Contractor is responsible for removing furniture and blocking deck drains as needed to achieve this cleaning and carpet renewal.
d. Upon completion of the work, submit a document to the US Coast Guard showing which areas were cleaned and what agent was used to clean them.
