About this file
This is a Performance Work Statement (PWS) for temporary caretaker services at a 337,000 gross square foot, six-story office building located at 4700 River Road, Riverdale, MD. The contract period of performance spans four months, from September 1 through December 31, 2026, with the facility remaining vacant throughout the contract duration while awaiting a large-scale renovation project.
The PWS establishes three primary service categories with specific deliverables. Building Maintenance (Minimal Sustainment) requires a qualified on-site building engineer during normal business hours to maintain certifications and operational status of major systems including boilers, chillers, HVAC units, elevators, and emergency backup power; daily walk-throughs and visual inspections of interior and exterior envelopes focusing on roof, plumbing, and structural elements; minimal preventative maintenance to prevent mold and frozen pipes; emergency repairs limited to mitigating active damage and life/health/safety vulnerabilities; and monthly trash and debris removal. Custodial Services employs a tiered approach with weekly regular cleaning (sweeping, mopping, dusting, window cleaning, trash removal, and restroom consumable stocking) in the main lobby and associated facilities, while all other vacant areas receive monthly documented inspections with cleaning performed only as-needed to remediate specific degradation issues. Landscaping and Grounds Maintenance must maintain an "occupied standard" appearance through bi-weekly or as-needed mowing, edging, trimming, shrub pruning, and debris/leaf removal, with one-time snow removal costs as needed to ensure emergency vehicle access within 72 hours of snow events. Monthly status reports documenting inspections, maintenance performed, system certifications, and emergency repairs are required, along with immediate notification to the Contracting Officer's Representative of severe facility degradations, safety hazards, major system failures, or unauthorized access attempts, or weekly confirmation if none are discovered.
