About this file

This is a Product Description Document for a Continuous Friction Meter Equipment (CFME) runway friction tester to be procured by Kingsley Field Air National Guard Base. The equipment must be mountable to a 1-ton or larger pickup truck with capability to operate in reverse and conduct friction testing at speeds of 15-60 MPH during winter maintenance activities on snow-covered runways and taxiways. The unit cannot be configured as a tow-behind trailer and must include a retractable wheel mechanism when not in use. The procurement emphasizes safety and automated operation with minimal driver input.

The technical specifications require the system to include customizable software compatible with Kingsley Field's specific runway and taxiway layout, an Android-compatible tablet for data collection, and real-time Bluetooth transmission of converted friction data to Runway Condition Reading (RCR) values. Data must be automatically uploaded to a custom website accessible to airfield users. The equipment must be compliant with DAFMAN 13-204v2, FAA AC 150/5320-12C, and certified under FAA 150-5200-30D. The system must operate with results that cannot be manipulated and are independent of driver variance. OSHA mechanical device safety standards must be met with no exposed belts or pulleys. The friction tester must function effectively regardless of snow depth.
