About this file
This document is a presentation from the City of Pittsburgh's Advisory Group meeting for the Office of Financial Empowerment, held on March 9, 2023. The presentation outlines a comprehensive strategy for developing Financial Empowerment Zones across six city neighborhoods, covering 90 total neighborhoods. The initiative focuses on improving financial access, asset building, consumer protection, and financial education for communities with high and extreme need. The draft ecosystem vision includes specific strategies for each zone, such as increasing banking access, promoting homeownership, reducing debt, protecting consumers from predatory practices, and creating financial education programs.
The presentation reveals a detailed approach to addressing economic disparities, with a particular emphasis on underserved populations including youth, immigrants, and returning citizens. The strategy involves collaborating with multiple community-based organizations (CBOs), banks, and credit unions to expand financial services and education. The next steps include sharing the presentation with the Advisory Group, developing targeted strategies, finalizing a focus group plan, and presenting the ecosystem vision to gather feedback. The ultimate goal is to refine the strategic plan, obtain public input, present to city leadership, develop a fundraising strategy, and officially launch the Office of Financial Empowerment.

Financial Empowerment Zones
Financial Empowerment Zones
• Six Financial Empowerment Zones cover 90 city neighborhoods •Place-based strategy:
• Used to conduct our ecosystem/landscape analysis
• Framework for our future ecosystem
• Identified organizations that are:
1) In neighborhoods of extreme or high need
2) Serve our target demographics in the areas of: anti-poverty + 4 areas identified by CFE as Financial Empowerment, and
3) Financial institutions with physical bank branches
Extreme and High Need Neighborhoods
• Measures: family poverty, lack of educational attainment, male unemployment, female led households with children, and average rate of 911 dispatches for shots fired/reported per capita.
• “Place” matters in determining the long-term economic, educational and health outcomes of individuals, particularly so for children. And place matter because race matters, in that our communities were racially and economically segregated by design.
