PURCHASE DESCRIPTION
PROJECT TITLE: Procurement and Installation of Five (5) Wire Mesh Security Storage Cages
REQUIRING ACTIVITY:
LOCATION: Aberdeen Proving Ground (APG), MD
1.0 INTRODUCTION & OBJECTIVE
1.1 Scope of Work
The Contractor shall supply, deliver, assemble, and install five (5) high-security, heavy-duty modular wire mesh storage cages equipped with ceiling panels and keyed sliding doors. All items must be delivered and installed in accordance with the specifications detailed herein.
1.2 Purpose & Mission Alignment
The 1st Global Field Medical Laboratory requires these highly secure, commercial-off-the-shelf (COTS) wire partitions to organize, segregate, and protect sensitive medical deployment equipment, tools, and mission-essential gear. The installation of these physical security barriers directly supports the unit's readiness and equipment accountability requirements.
2.0 TECHNICAL SPECIFICATIONS & QUANTITIES
The required security cages must meet or exceed the brand-name physical characteristics of the Space Guard Products Beast Wire Mesh Guarding System, or equal.
2.1 Materials & Structural Components
• Wire Mesh Panels: Constructed of heavy-duty 10-gauge steel wire woven and securely welded into a 2" x 2" square mesh pattern. Wire must be welded directly inside the perimeter frames (crimped-on or surface-attached alternatives are not acceptable to ensure maximum structural integrity and prevent tampering).
• Panel Frames: Must be constructed of 1-1/4" x 1-1/4" x 1/8" roll-formed steel angles. All joints must be fully welded, with pre-slotted holes to facilitate rapid, secure assembly. Panels must include a minimum of one (1) 1/4" x 3/4" thick hot-rolled flat steel center stiffener bar to prevent billowing and deflection under load.
• Support Posts: 2" x 2" x 14-gauge square steel tubes. Each post must feature a welded 2" x 7" x 1/4" steel base plate pre-drilled for floor anchoring.
Posts shall be situated at all vertical panel-to-panel and panel-to-door connections.
• Overall Cage Dimensions:
• Nominal Height: 10 feet.
• Height without Ceiling Panels: 10' 3-1/4" (123-1/4") total height including a standard 2" bottom sweep space gap for cleaning and ventilation.
• Height with Ceiling Panels: 10' 4-3/4" (124-3/4").
• Height with Ceiling Panels and Supporting Beams: 10' 7-1/4" (127-
1/4") total structural clearance height.
2.2 Ceilings & Enclosures
• Ceiling Panels: Standard wire mesh ceiling panels matching the 10-gauge steel wire and 2" x 2" square mesh pattern of the wall panels must be provided to completely enclose the top of all five (5) security cages. Structural support beams must be supplied as required by the manufacturer's engineering specifications to prevent ceiling sag.
2.3 Sliding Doors & Security Locks
The Contractor shall supply five (5) top-hung sliding doors of the following sizes and quantities.
• One (1) 5' Wide x 9' High Sliding Door
• Three (3) 6' Wide x 9' High Sliding Doors
• One (1) 4' Wide x 7' High Sliding Door
Door Design Specifications:
• Suspension System: Doors must be top-hung in fully enclosed steel sliding tracks utilizing heavy-duty, two-wheel ball-bearing trolley assemblies. Lower door guides and lock keepers must be provided to prevent swing out.
• Locking Mechanism: Each door must be equipped with a heavy-duty bronze mortise cylinder lock.
• Keying Requirements: All five (5) doors must be keyed differently to maintain administrative separation. Locks must be key-operated from the exterior and feature a thumb-turn on the interior for emergency egress.
2.4 Fasteners & Hardware
• Assembly Hardware: Heavy-duty 5/16" flanged hex head bolts and nuts must be provided for all panel-to-panel and panel-to-post connections.
• Anchoring: Heavy-duty concrete expansion anchors must be provided for securing all support post base plates to the floor.
• Aesthetics/Safety: 7/16" black plastic dome plugs must be provided to seal any unused pre-drilled holes in the support posts.
2.5 Finish & Coating
• All steel components must undergo a professional two-stage phosphate wash process to remove impurities, followed by a minimum 2 mil thick polyester powder coat finish in semi-gloss "SpaceGuard Gray" to prevent corrosion and wear in an industrial environment.
3.0 ASSEMBLY & INSTALLATION REQUIREMENTS
3.1 Installer Qualifications
All assembly and installation services must be performed by experienced, factory-authorized installers specializing in industrial wire partitions.
3.2 Installation Logistics & Support
• Staging & Unloading: To optimize coordination, the Government requiring activity will perform the physical unloading of the delivery vehicle and stage the materials at the immediate jobsite.
• Equipment Support: The Government will provide the use of a forklift and a qualified operator, if necessary, to assist the installation team in moving heavy crate components.
• Site Preparation: The Government will ensure that the installation area is completely cleared of debris and that the concrete floor is level prior to the arrival of the installation team.
• Debris & Waste Disposal: The Contractor shall collect all packaging, bands, skids, and installation waste daily and deposit it in a Government-provided dumpster located within 50 feet of the jobsite.
3.3 Security & Base Access
• DBIDS Registration: All installation personnel must be registered in the Defense Biometric Identification System (DBIDS) to obtain access to Aberdeen Proving Ground. The Contractor is responsible for ensuring all employees possess valid, unexpired state-issued identification and pass required background screenings.
• Safety/Security Meetings: Any mandatory safety or security briefings required by the installation command that do not exceed 30 minutes shall be attended by the Contractor's team at no additional cost to the Government.
4.0 DELIVERY, PACKAGING & LOGISTICS
4.1 Packaging & Materials Protection
• All materials must be securely banded onto wooden skids to prevent shifting and surface damage during transit.
• Climate Warning: Materials must not be stored outside or exposed to moisture or weathering. The Government will provide dry, covered, indoor storage space if staging is required prior to immediate installation.
4.2 Schedule & Milestones
• Drawing Submittal: The Contractor shall submit detailed engineering drawings of the layout to the technical Point of Contact (POC) for approval within five (5) business days of contract award.
• Delivery Lead Time: Materials must be delivered to the installation site approximately thirty (30) calendar days after the technical POC approves the engineering drawings.
• Installation Window: Assembly and anchoring must be completed within ten
(10) calendar days of material delivery.
• Total Period of Performance: Complete project delivery and installation shall not exceed forty-five (45) calendar days from drawing approval.
