About this file
This is a Request for Qualifications (RFQ) issued by the Center for EcoTechnology (CET) on behalf of the Connecticut Department of Energy & Environmental Protection (DEEP) for remediation contractor services under the Connecticut Weatherization Assistance Program (WAP) Region 2. The RFQ seeks to establish a Qualified Vendor List (QVL) of pre-qualified remediation contractors to service low-income, 1- to 4-unit residential properties located in Fairfield and New Haven counties through June 30, 2028. The scope of services encompasses repair and mitigation work including roof repair/replacement, exterior wall repair, interior repairs, foundation or subspace repair, exterior drainage repairs, plumbing repair, electrical repair, and remediation of health and safety hazards such as lead paint, asbestos, and mold. Contractors must complete work within 5 business days of receiving a work order, submit project invoices within 3 business days of completion, and all work must comply with Connecticut WAP guidelines, DOE standards, and applicable building codes. This is an open, rolling solicitation with no specified closing date, allowing interested parties to submit qualifications at any time while the RFQ remains active. CET reserves the right to modify the RFQ and will pursue agreements with qualified contractors on an ongoing basis to maintain sufficient vendor capacity.
Respondents must submit completed documentation including a Statement of Qualifications, customer reference forms, federal debarment certification, current certificates of insurance, resumes of key personnel, and copies of all relevant licenses and certifications (Home Improvement Contractor License, EPA Lead-Safe Certification, AHERA, Electrical, Plumbing, Lead Abatement, Asbestos, and DPH Environmental Practitioner licenses as applicable). Contractors must maintain comprehensive general liability insurance of $2,000,000 per occurrence, pollution occurrence insurance of $1,000,000, workers' compensation as required by state law, and a misappropriation bond in an amount equal to one-half of the total annual funding provided to CET through the State or $250,000, whichever is less. All work must be warranted for a minimum of one year from final acceptance, and contractors shall perform corrective work at no cost to CET or homeowners. Payment is expected within 30 days of passing CET inspection or 3rd party inspection and acceptance of work. No pricing information is solicited or evaluated in this RFQ; task orders will be issued to QVL firms through mini-competitions or rotational calls. Qualified contractors must demonstrate knowledge of WAP requirements, employ qualified and licensed personnel, adhere to health and safety standards including EPA RRP lead-safe work practices, and maintain OSHA 10 and EPA RRP certifications. CET will evaluate contractor performance using a Standard Contractor Evaluation Form tracking timeliness, quality of work, job site conditions, customer satisfaction, invoice accuracy, and compliance with applicable standards and building codes.
