About this file
This document package outlines the contract data requirements for the Cessna Data Link Subsystem design contract opportunity. The package includes nine contract data requirement lists (CDRLs) requiring the contractor to submit documentation such as a government furnished equipment report, site preparation and installation plan, commercial drawings and models, an as-built configuration list, engineering change proposals, contract change proposals, commercial off-the-shelf manuals and supplemental data, a site survey report, and contract funds status reports. The CDRLs specify format and content requirements for the data items and include distribution statements, submission frequencies and timelines. The related federal contract opportunity is for the Tyndall AFB Cessna Data Link Subsystem design under Solicitation FA481923SS725 from the Department of the Air Force Air Combat Command.

XX MON 2023
DOCUMENT: CESSNA DESIGN-CDRL-001 (XXMON2023)
FORCE PROTECTION DIVISION
AIR FORCE LIFE CYCLE MANAGEMENT CENTER (AFLCMC/HBU)
TYNDALL AFB, FL
DISTRIBUTION STATEMENT C: Distribution authorized to U.S. Government agencies and their contractors for Administrative and Operational Use, 6 June 2023. Other requests for this document shall be referred to Force Protection Division, (AFLCMC/HBU), 3 Eglin Street, Bldg. 1612, Hanscom AFB, MA 01731-2100.
DESTRUCTION NOTICE: Destroy by any method that will prevent disclosure of contents or reconstruction of the document.
NOTES
1. Pay careful attention to the comments embedded in the CDRLs. The CDRLS included in this package have been reviewed/justified through the Data Requirements Review Board and approved by the Board Chair.
DO NOT ADD OR DELETE CDRLs without permission. If recommending additions or deletions contact Document Control and Configuration Management who will coordinate with respective OPRs to obtain requisite approval.
2. DO NOT Change CDRL Numbers. If you have permission or it is not applicable to not use a particular CDRL, just place “Reserved” in the CDRL index and remove the CDRL from the package without renumbering the other CDRLs. Be sure to delete its reference from the applicable SOW paragraph.
3. The required content wording of CDRLs CANNOT BE CHANGED without specific approval. Exceptions noted to the items identified in Note 5 below. Submit your request for tailoring the “boilerplate” changes for your particular project to Document Control and Configuration Management who will take action to obtain requisite approval. Rationale: FP is trying to ensure that the boilerplate remains standard for each DO. If good ideas or clarifications of the boilerplate are proposed, FP wants to ensure that these get “vetted” and then incorporated back into the boilerplate for everyone’s use.
4. Once CDRL package is completed, the first and last CDRL only must be signed by Program Manager.
5. Review the entire CDRL package to identify changes needed for specific project requirements such as the number of design reviews, changes in the submittal and review durations of CDRL deliverables, quantity and format of deliverable documents, other specific requirements that are noticeably different than the “normal”, etc.
CONTRACT DATA REQUIREMENTS LIST (CDRL)
CESSNA DLS DESIGN
CONTRACT # FA8730-20-D-000X
DELIVERY ORDER # FA8730-XX-X-XXXX
REQUIREMENT: The following general delivery instructions shall apply to all data submittals. Non-compliance with these instructions may result in Government rejection of the data deliverable and a requirement for resubmittal of a data item in compliance with the following general instructions. The contractor shall use EDI (Electronic Data Interchange) for posting (delivery) of CDRLs and related data unless otherwise required by the CDRL (e.g., delivery of hard copies and/or CD-ROM submissions). In accordance with CDRL instructions the contractor shall notify each Government CDRL addressee when the CDRL has been posted to its EDI access point and provide Government addressees access to its EDI site.
The Government’s review and “approval” of CDRLs (DD Form 1423-1 ITEM 8 Marked A) does not relieve the contractor from meeting all their contractual requirements. Only the Contracting Officer can direct a specific change to the contractual requirements.
| 1. | All Data Item Reports shall be titled with the ‘Subtitle’ when one is shown in Block 3. on the DD FORM 1423-1. |
| 2. | Data Items shall not be combined and shall be submitted separately. |
| 3. | Softcopy data item submittals shall contain no more than 3 levels deep of embedded folders (e.g., data items shall contain a maximum of 3 folders embedded within folders in the data item deliverable). |
| 4. | Data Item submittal document and folder names shall be kept to a minimum and no special characters shall be used in the document/folder name. |
| 5. | Updates/revisions to contractor data item submittals required as a result of Government comments documented in a Comments Resolution Matrix (CRM) shall be provided IAW CDRL requirements. Additionally, the contractor shall document disposition of each Government CRM comment on the applicable CRM and provide the CRM to the Government with the submittal of the revised data item. |
| 6. | If a Data Item resubmittal is requested by the Government, the Contractor shall follow CDRL instructions and deliver the resubmission as required in Block 14 of Form 1423. |
| 7. | All Data Item submittals shall be accompanied by a Cover Letter or Cover Page that clearly states the Contractor Name, Contract Number, CDRL Number and Title, and Document Date. |
| 8. | All submittals shall use text that results in no smaller than 11 point font when printed on 8.5 x 11 inch paper (generally text documents) or 11x17 inch paper (generally drawing documents). |
