About this file

This Certification Statement document outlines the preference and designation requirements for bidders on Ohio state and local contract opportunities, specifically administered through the Ohio Department of Veterans Services for the 26-066GT Dietary Equipment procurement at the Ohio Veterans Home in Georgetown. Bidders seeking to claim preferences must complete the appropriate certification sections to qualify for domestic source end products preference, Ohio preference (Buy Ohio), or Veteran Friendly Business Enterprise (VBE) designation. The solicitation requires submission of quotes by April 3, 2026, for three line items: one 3/8-inch by 30-foot enclosed stainless steel reel with high-flow spray valve and swivel connection, one Edlund 270 two-speed tabletop heavy-duty electric can opener (115V), and three 14-gauge mobile cabinets with four shelves each. No specific bidders' conferences, site visits, or award dates are identified in the available documentation.

The certification statement establishes multiple pathways for bidders to qualify for procurement preferences, including the Buy American Act provisions for domestic source end products, Ohio Buy Ohio preferences for in-state production or significant economic presence (including tax compliance, Secretary of State registration, and employment thresholds), and VBE certification under Ohio Revised Code 9.318. Additionally, bidders may designate E.D.G.E (Entrepreneurial Growth Dynamic Enterprise) business status and must acknowledge their status as a business entity as defined in Ohio Revised Code Section 145.037. False or misleading submissions result in immediate disqualification and potential legal action including debarment. The solicitation documentation does not disclose contract award values, budget allocations, specific evaluation criteria, or identification of incumbent vendors.
