About this file
This is a Certification Regarding Debarment document issued by Graceville City for the Special Inspections for Eastside Bus Transfer Facility project in Florida. The document establishes mandatory federal compliance requirements for contractors participating in this federally funded procurement. Proposals for special inspections services are due July 29, 2026, with the facility project currently in the bidding phase. The certification applies to all contracts valued at $25,000 or more, contracts requiring federally mandated audits regardless of amount, and contracts requiring FTA official approval irrespective of contract value.
Contractors and their principals, affiliates, and subcontractors must certify they are not debarred, suspended, proposed for debarment, declared ineligible, voluntarily excluded, or disqualified from participation in any federally assisted award. By submitting a bid or proposal, respondents certify compliance with 2 C.F.R. part 180, subpart C, as supplemented by 2 C.F.R. part 1200. The document specifies that knowingly rendering an erroneous certification constitutes material misrepresentation of fact, exposing bidders to remedies available to the City and potential federal suspension or debarment. Contractors must maintain compliance throughout the offer period and any resulting contract, and must include equivalent compliance provisions in all lower-tier covered transactions. The certification requires the authorized company representative to provide name, title, signature, and date.

CERTIFICATION REGARDING DEBARMENT

These provisions apply to each contract at any tier of $25,000 or more, and to each contract at any tier for a federally required audit (irrespective of the contract amount), and to each contract at any tier that must be approved by an FTA official irrespective of the contract amount. As such, the Contractor shall verify that its principals, affiliates, and subcontractors are eligible to participate in this federally funded contract and are not presently declared by any Federal department or agency to be:
a) Debarred from participation in any federally assisted Award;
b) Suspended from participation in any federally assisted Award;
c) Proposed for debarment from participation in any federally assisted Award;
d) Declared ineligible to participate in any federally assisted Award;
e) Voluntarily excluded from participation in any federally assisted Award; or
f) Disqualified from participation in ay federally assisted Award.
By signing and submitting its bid or proposal, the bidder or proposer certifies as follows:
The certification in this clause is a material representation of fact relied upon by CITY. If it is later determined by CITY that the bidder or proposer knowingly rendered an erroneous certification, in addition to remedies available to CITY, the Federal Government may pursue available remedies, including but not limited to suspension and/or debarment. The bidder or proposer agrees to comply with the requirements of 2 C.F.R. part 180, subpart C, as supplemented by 2 C.F.R. part 1200, while this offer is valid and throughout the period of any contract that may arise from this offer. The bidder or proposer further agrees to include a provision requiring such compliance in its lower tier covered transactions.
