About this file

This is a Certificate of Non-Collusion form required by the Jones County School System for all supplier responses to solicitations. The document establishes the terms and conditions that suppliers must acknowledge and certify when submitting bids or proposals. By responding to the solicitation, suppliers agree that their submission constitutes a valid offer and affirm they have read and understood all specifications and requirements. Suppliers further certify that all items included in their response meet or exceed the stated specifications and requirements, and commit to delivering goods and/or services that comply with these specifications if awarded a contract. Responses remain valid and open for one hundred and twenty days from the final solicitation closing date, or for such other time period identified in the solicitation, and may be extended with the supplier's consent.

The certification requires suppliers to declare that their response is made independently without prior understanding, agreement, or connection with any other corporation, firm, or person submitting a response for the same materials, supplies, equipment, or services. Suppliers must acknowledge that collusive bidding violates state and federal law and can result in fines, prison sentences, and civil damage awards. The form further certifies compliance with the Official Code of Georgia Annotated, Sections 45-10-20 et seq. The completed form must be signed by an authorized representative and submitted with the supplier's response, including the contractor's full legal name, authorized signature, printed name and title of the signatory, date, company address, facsimile number, and email address. The form explicitly prohibits modification of the bid or proposal certification terms.
