About this file
This document contains the questions and answers from the Request for Proposal (RFP) issued by the Governor's Office of Business and Economic Development (GO-Biz) for the Clean Energy Reliability Investment Plan - Assessment of Challenges and Barriers to Energy Project Deployment. The project seeks to conduct an assessment of the issues and challenges with energy project deployment faced by local governments as well as the project sponsors, including but not limited to solar, onshore wind, and battery energy storage. The assessment and resulting toolkit will be used to increase transparency and alignment of local jurisdiction permitting processes to reduce barriers for deployment of energy projects. The RFP has a budget of $2-$2.5 million, and there is no incumbent for this project. The assessment must cover all regions and locality types in California, and the proposer is responsible for presenting a stakeholder engagement plan to gather the necessary information.
The intention is to create a toolkit of resources that can be used by local jurisdictions to assist with improved permitting processes. The assessment report and toolkit will reside with other available resources online. The assessment should include information on all federal and state policies/regulations that affect renewable energy projects. There is no requirement on how the information is gathered, whether through site visits, virtual meetings, or a hybrid approach.

GOVERNOR’S OFFICE OF BUSINESS AND ECONOMIC DEVELOPMENT
Clean Energy Reliability Investment Plan – Assessment of Challenges and Barriers to Energy Project Deployment
Request for Proposal | Submitted Questions and Answers
Q: Does GO-Biz have an anticipated schedule/timeframe for the project? When is the anticipated start date?
A: As indicated under Task 1 in the Request for Proposal document, the schedule and timeframe to perform for the assessment will be discussed and agreed upon by GO-Biz and the awardee.
Following the notice to award, GO-Biz will begin the contracting process and work with the awardee regarding the anticipated start date.
Q: Does GO-Biz have a budget for the project?
A: Yes, the project (with final report and toolkit) has a budget of $2-$2.5 million.
Q: Is there an incumbent for this project? If so, can you provide the name of the incumbent, and will they be allowed to bid this project?
A: No, there is not an incumbent for this project.
Q. For the 40 pages’ limit, confirming that you are not counting forms. Are other pages excluded such as cover page, appendix, or others?
A: The cover page and required forms do not count toward the 40-page limit for the submission.
Please consider the 40-page limit to be toward anything that will be scored by the reviewers, per the scoring matrix listed in the RFP.
Q: Are all localities in CA included in this assessment? Is the expectation to visit all 58 counties and 480+ incorporated cities as part of this engagement to identify current issues and best practices? If so, are these touch points to be on site visits, virtual meetings, or a hybrid combination of outreach? If not, is there a set number of locations to visit as part of the project (50 cities, 100 cities, etc.)?
A: All regions and locality types must be represented at a minimum. The assessment must cover the challenges faced by localities of all sizes and region types. Is it up to the awardee to present the plan to gather the information needed for the assessment and development of the toolkit. There is not a requirement on how that information is gathered. The proposer should include a stakeholder engagement plan that accomplishes the requirements listed in the Scope of Work.
Q: Is the intent of the Playbook to be a handout document for download, or is the Playbook also expected to reside on a website with active links to complementary standards and regulations, case studies and best practices?
A: The intention is to create a toolkit of resources that can be used by local jurisdictions to assist with improved permitting processes. The assessment report and toolkit will reside with other available resources online.
Q: Is it the intent of this project to also reach out to federal and state partners as part of this effort directly, such as to interview the Department of Energy (Federal), and the California Energy Commission (State) personnel, or just to research their existing federal state standards/regulations/guidelines to determine barriers and breakthrough possibilities in development of the playbook?
A: The assessment should include information into all federal and state policies/regulations that affect renewable energy projects, per the opening section of the Scope of Work:
“Legislation requires GO-Biz to provide best practices and produce documentation to increase transparency and alignment of local jurisdiction permitting processes to significantly reduce barriers for deployment of energy projects, inclusive of cross-jurisdictional transmission projects.”
