About this file

This is an Invitation to Negotiate (ITN) issued by the State of Michigan's Department of Technology, Management & Budget (DTMB) for the Center for Educational Performance and Information (CEPI) to procure nationwide data collection services for post-secondary enrollment and achievement information. The State of Michigan seeks a contractor to collect college enrollment and outcome data for Michigan public high school graduates on a national level, providing information on student persistence in college and degree completion. The solicitation identifies National Student Clearinghouse as the intended sole-source provider, citing that it is the only vendor capable of providing a complete national picture of student enrollment and degree completion through access to data from over 3,700 colleges and universities representing more than 99 percent of all students in public and private U.S. institutions. The response deadline for any potential bidders who believe an equivalent product or service is available is Friday, July 16, 2021, by 12:00 p.m. EST. Questions concerning the ITN must be submitted by Thursday, July 8, 2021, by 3:00 p.m. EST through www.michigan.gov/SIGMAVSS. The solicitation is classified as a new purchase order under commodity codes 92419 (Educational Research Services) and 92002 (Access Services Data).

No specific pricing, contract term, renewal options, or funding amounts are detailed in the ITN document. The document does not identify any incumbent contractor, set-asides, or specific funding sources. The notice serves primarily as a transparency mechanism to allow potential alternative vendors an opportunity to challenge the sole-source designation by demonstrating equivalent capabilities before the State of Michigan proceeds with contracting with National Student Clearinghouse.

2. Description of Purchase:

The State of Michigan requires nationwide data collection of post-secondary enrollment and achievement information for Michigan public high school graduates, which provides information on how students are persisting in college. Need a contractor for collecting college enrollment and outcome data by the federal student loan program that can provide this data on a national level as the state requires. Need a complete national picture of student enrollment and degree completion.

National Student Clearinghouse (NSC) is the sole source contractor for collecting college enrollment and outcome data by the federal student loan program so they are the only vendor who can provide this data on a national level as the State of Michigan requires. Colleges and universities nationwide only submit their data to this vendor for inclusion in their database for this purpose. No other vendor can provide a complete national picture of student enrollment and degree completion as National Student Clearinghouse. NSC’s StudentTracker® is the only nationwide source of college enrollment and degree data. More than 3,700 colleges and universities — enrolling over 99 percent of all students in public and private U.S. institutions — regularly provide enrollment and graduation data to the Clearinghouse. Through StudentTracker, you can query our participating institutions’ student data to perform all types of educational research and analyses — quickly, easily, and affordably.
