About this file
This is a budget fines and penalties chart approved by the Board of Aldermen (BOA) for the City of New Haven, Connecticut, for fiscal year 2024-2025, establishing enforcement sanctions for compliance violations under municipal ordinance 17-201(15). The chart details financial penalties for various construction-related violations including failure to hold pre-award conferences, late submission of certified or living wage weekly payroll reports, missing or incorrectly completed daily employee reports, and violations of workforce diversity participation goals. Penalties range from $750 to $4,000 per violation, with some violations assessed weekly throughout the project duration. Penalties may be calculated as either a fixed dollar amount or a percentage of the construction contract amount, whichever is greater, and are charged against responsible contractors at all tiers including general contractors, subcontractors, and hiring contractors.
The penalties are applied progressively for repeated violations, with escalated fines for contractors with multiple infractions on the same project. Violations related to minority, female, and resident participation goals are assessed at $2,000 or 1% of the construction contract amount per week, charged separately against all tiers of contractors. The sixth and subsequent site visits revealing missing or incorrectly filled daily reports result in escalated penalties assessed against all hiring contractors. These enforcement mechanisms support the City of New Haven's commitment to compliance monitoring and workforce development requirements established under the Living Wage Ordinance and equal employment opportunity guidelines applicable to all municipal construction contracts.
