About this file

This is a bid specification document for the Century Community Shelter construction project issued by Escambia County, Florida, through architects Seay, Seay & Litchfield (Project #26081). The project involves renovation of an existing gymnasium and construction of an adjoining building addition in Century, Florida, including exterior improvements with brick masonry veneer and metal wall panels, and interior spaces comprising a main lobby, multiplex spaces, concessions, and restrooms with associated building systems and site improvements. The contract duration is 240 calendar days from notice to proceed to substantial completion, plus 30 additional calendar days for punch list completion. The scope includes selective demolition of existing gymnasium components, site work modifications to circulation and parking areas, new sidewalks, grading and drainage improvements, and landscaping. The specifications mandate coordination shop drawings from HVAC, plumbing, fire sprinkler, electrical, security, and structural steel contractors within 30 calendar days of notice to proceed, with area-by-area coordination meetings required before work proceeds. The general contractor must employ a dedicated full-time project superintendent with minimum ten years of experience (or five years with a four-year degree in Building Science or Civil Engineering) and a full-time project manager with minimum ten years of experience, both subject to architect approval.

The bid is structured on a lump sum base bid with unit prices for potential changes, including allowances for unsuitable material removal and replacement, concrete pavement, structural steel, asphalt paving, masonry tuckpointing, and gymnasium roof decking work measured by cubic yard, square yard, ton, or square foot as applicable. The contractor bears all costs for temporary utilities, facilities, telecommunications services, sanitary facilities, permits (excluding building permits), and business licenses, and must obtain and maintain an FDEP NPDES construction stormwater permit. A one-year warranty applies from the date of substantial completion, with the contractor responsible for replacing or correcting defective work at no cost to the owner. The contractor must maintain insurance, surety bonds, and comply with all local, state, and federal regulatory requirements, including OSHA, ADA standards, and Florida Fire Prevention Code regulations. Owner-furnished contractor-installed (OFCI) items require rough-ins for plumbing, mechanical, and electrical systems with final contractor installation and connection. An alternate for telescopic seating in the gymnasium is available for bidder consideration.

1. Coordination.

2. Administrative and supervisory personnel.

3. General installation provisions.

4. Cleaning and protection.

B. Requirements for the Contractor's Construction Schedule are included in Section "Submittals".

1.03 COORDINATION

A. Coordination: Coordinate construction activities included under various Sections of these Specifications to assure efficient and orderly installation of each part of the Work. Coordinate construction operations included under different Sections of the Specifications that are dependent upon each other for proper installation, connection, and operation.

1. Where installation of one part of the Work is dependent on installation of other components, either before or after its own installation, schedule construction activities in the sequence required to obtain the best results.

2. Where availability of space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service and repair.

3. Make adequate provisions to accommodate items scheduled for later installation.

4. Work Progress and Coordination Meetings: The Contractor shall conduct weekly job progress and coordination meetings to provide a procedure for the contractors to coordinate all subcontractors. Attendance by all notified subcontractors is mandatory.

The Architect and Owner's Representative shall be notified of and invited to all job progress meetings.

5. Submittal Coordination Documentation: Each building system submittal including but not limited to structural, mechanical, plumbing, electrical, framing and finish systems shall indicate graphically coordination with other building systems. These documents shall be submitted to scale in hard copy and digitally in the latest release of AutoCad.

CRITERIA

D. Conservation: Coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials.

1. Salvage materials and equipment involved in performance of, but not actually incorporated in, the Work. Refer to other sections for disposition of salvaged materials that are designated as Owner's property.

E. Construction Sequence Criteria – Within sixty days of notice to proceed using an established approved computer program specifically designed for preparation of construction project critical paths, the contractor shall submit a project critical path incorporating the following criteria:

1. Contractor shall coordinate and cooperate with; security system installer/supplier, and furniture installer/suppliers. Installation of furnishings shall begin only after all work inside the building is substantially complete.

2. Take measures to prevent paint over spray. Restrict paint applications to methods and conditions which limit over spray.

1.04 SUBMITTALS

A. Staff Names: Within 15 days of Notice to Proceed, submit a list of the Contractor's principal staff assignments, including the Superintendent and other personnel in attendance at the site;

Each representative must be authorized to make binding decisions for the contractor whom he represents. At each involved area, decisions will be made concerning installation of all MEP and security work in that particular area, including routing and installation of conduit, sprinkler lines, ductwork, placement of light fixtures, etc. so that all elevations of these systems do not conflict with each other or the existing structure or ceiling level. All conflicts in that area will be resolved prior to moving to the next area and all required changes will be marked on a master coordination set marked by the contractor, as well as on the individual trade shop drawings by each individual subcontractor's representative.

Each trade subcontractor's shop drawings are to show the elevations above finish floor for their work (duct, pipe, etc.). The trade subcontractors will incorporate these notations and field requirements into their shop drawings and then transfer to disc. Each trade subcontractor will then send their disc to the HVAC subcontractor. The HVAC subcontractor will be responsible for gathering this information from all of the trades noted and overlaying each of the shop drawings on to one sheet for submission and review by
