About this file
This is a Special Notice from the United States Census Bureau announcing an update to the Census Transformation and Application Modernization (CenTAM) Acquisition Framework. The notice clarifies the prioritization and reorganization of upcoming procurements under this framework, which covers Custom Computer Programming Services (NAICS 541511). The primary points of contact are Matthew Gore for Part A and Kristina Hartman for Part B, both at the USCB Acquisitions Division located at 4600 Silver Hill Road, Suitland, MD 20746. The solicitation identification number is listed as TBD, indicating no formal solicitation is currently available.
The Government is restructuring CenTAM procurements into two separate parts. Part A encompasses Decennial and Geospatial requirements, with anticipated solicitation activity in Fiscal Year 2027 Quarter 1 (FY27 Q1). Part B covers Enterprise and Systems & Programs (SPS) requirements, which remain under further evaluation with additional information to be provided as assessment efforts progress. The notice emphasizes that the overarching CenTAM Framework remains intact, and Part A and Part B will be conducted as separate procurements rather than sequential phases. The Government does not seek questions or comments in response to this notice and instructs industry partners to monitor SAM.gov for future CenTAM updates and solicitation activity.

CenTAM Acquisition Framework Update:
Since the CenTAM Acquisition Framework was developed, Census’s enterprise needs have continued to evolve, including increased demand for Super Intelligence (SI) and other emerging technology capabilities. As a result, the Government is reassessing portions of the framework to ensure continued alignment with current and future enterprise needs.
The Government is prioritizing the more mature Decennial and Geospatial requirements while continuing to evaluate the scope and acquisition strategy for Enterprise and Systems & Programs
(SPS). Accordingly, CenTAM procurements will be organized as follows:
• Part A – Decennial and Geospatial: The Government anticipates solicitation activity in
FY27 Q1.
• Part B – Enterprise and SPS: Requirements and acquisition strategies are being further evaluated. Additional information will be provided as those efforts progress.
Key Points for Industry:
• The overarching CenTAM Framework remains intact. This update reflects the
Government’s prioritization of the Decennial and Geospatial procurements and provides additional flexibility to further refine Enterprise and SPS.
• Part A and Part B will be conducted as separate procurements under the overarching
CenTAM Framework. The Part A/Part B designation should not be interpreted as acquisition phases or as requiring sequential participation.
• Any applicable eligibility requirements, limitations, or other restrictions will be identified in the respective solicitations.
• Additional information regarding the scope, requirements, and acquisition strategy for each procurement will be provided through the applicable solicitation and future communications, as appropriate.
Questions and Comments:
The Government is not seeking questions or comments in response to this Special Notice.
Industry partners are encouraged to continue monitoring SAM.gov for future CenTAM updates, including anticipated solicitation activity for Part A in FY27 Q1.
