Statement of Objectives (SOO)

The Statement of Objectives (SOO) provides the basic, top-level objectives of a task order (TO), and is provided in lieu of a government-written statement of work (SOW) or performance work statement (PWS). It provides potential offerors the flexibility to develop cost-effective solutions and the opportunity to propose innovative alternatives for meeting the objectives.

1. PURPOSE:

Provide temporary cellular services for the purposes of emergency notification of IPAWS/WEA, 911 dialing to include voice and text capabilities.

2. SCOPE OR MISSION:

The scope of this project is to provide sufficient cellular coverage and capacity in all areas designated by the FEMA and should:

a. Enable State, County or Local alert authorities to send emergency lifesaving messaging to the public in the designated coverage areas specified in attached maps.

b. Improve and/or provide cellular connectivity to local, state and federal first responders in the designated coverage areas for the purpose of emergency response operations

3. PERIOD AND PLACE OF PERFORMANCE:

FEMA has provided coverage map areas with latitude and longitude coordinates for the purposes of ensuring sufficient coverage and capacity to any residence in the designated map areas for the purpose of meeting the requirements for 2a,b. Period of performance is from the soonest possible date upon award of contract through either at the direction of FEMA, or the conclusion of the threat from the Monsoon Season currently forecasted to end on 30 September 2022.

• Service provider in coordination with local authorities and emergency management officials will recommend site location(s), ensure locations follow all local/state laws, codes and regulations.

4. BACKGROUND:

On May 4, 2022, a major disaster declaration was approved for wildfires and straight-line winds to help New Mexico residents recover from the largest wildfire in the state’s history, burning nearly half a million acres. The disaster declaration covers individuals in five counties including: Colfax, Lincoln, Mora, San Miguel and Valencia counties, many which are faced with the technological challenges of being without cell reception or internet. Monsoonal weather now threatens burn scar areas with life threatening flash flooding and mudslides. Wildfires have had significant impact to all areas of communications including telephony, wireless, wireline and AM/FM/TV broadcasting communications infrastructure. Impacts to the communications infrastructure have severely hampered the state and local alert authority’s abilities to message impacted citizens located in burn scar areas and downstream of potential monsoonal flash flooding. The Monsoonal threat is a weather pattern that will continue to provide a daily risk through the currently forecasted end date of 30 September 2022. As the state continues to implement additional alternate and contingency measures, implementation of requested services will have the highest impact across the areas of concern to both state, local and federal personnel. This is a temporary measure to allow industry to continue improvements to all areas of communications.

5. PERFORMANCE OBJECTIVES, GOALS AND OUTCOMES: Examples include:

Overall Objectives:

• Contractor – will meet the requirement of providing requested services designated by FEMA and will at a minimum:

o Provide subject matter expert point of contact for all services with system information, outages, and any direct impacts to required services.

o Include 24/7 service and support, outage and reporting, maintenance/fuel plans, status of network performance on any issues that will impact alert and warnings.

o Provide sufficient devices to residents on other carriers and/or coordinate roaming to enable the same services to residents, regardless of their current provider.

o Provide backup services in the event needed equivalent to primary services.

o Provide detailed coverage maps and locations of all equipment used to provide the services demonstrating ground truth coverage propagation by location.

o All cellular equipment utilized must provide the ability to broadcast

IPAWS/WEA

o Ensure all cellular signaling will include legacy/older 3G devices

• State and local alerting authorities- ability to send emergency alert notifications to all citizens in the designated locations.

• State – Coordinate with contractor for locations for all local and state legal requirements for implementation.

Program Objectives:

• Establish program management that provides accurate and timely schedule and performance information throughout the life cycle of the program.

• System program should allow monitoring of operational status and metrics demonstrating service provided.

6. CONTRAINTS

• Earliest delivery date should have highest priority to ensure capability requirements are in place to provide alert and warning notification.
