About this file

This is a Request for Information (RFI) issued by the Federal Bureau of Investigation (FBI) for a Communications Data Analysis solution. The FBI seeks a comprehensive "one suite solution" that can ingest and analyze communications data from multiple sources, including cellular records, real-time location services, social media, and GPS-enabled devices. The system must be able to combine data with cell tower information, illustrate cell tower details on a mapping platform, and collect radio frequency signal strength across various technologies (GSM, UMTS, LTE, NR, CDMA, EVDO, Wi-Fi).

The RFI is open to both large and small companies for market research purposes, with responses due by 5:00 pm ET on 01/19/2026. Interested vendors must submit a 20-page capability package electronically to Brandon James at bmjames@fbi.gov, including screenshots of the user interface. The solution must provide advanced analytics capabilities such as identifying "hot towers" and tracking common numbers across locations, and have the ability to interact with commercial databases like Whooster, CP Clear, and Accurint. Notably, this is an information-gathering exercise only, and responses do not constitute a binding contract or solicitation.

INTRODUCTION

Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned Communications Data Analysis. The information gathered may be used to formulate acquisition strategies for competitive solicitations.

BACKGROUND

Communications Data Analysis solution: The FBI has a need to analyze communications data to support their investigations. The FBI seeks a “one suite solution” which can ingest data from any cell provider into a stand-alone platform and combine the data with cell tower information. The solution must Illustrate the active cell tower azimuth. The solution must be able to collect radio frequency signal strength, ingest other geo-location information from other sources, such as google, and integrate this data with the cellular call detail records.

CONTRACTOR QUALIFICATIONS

This RFI is open to both large and small companies for market research only to request input from potential vendors of their ability to analyze communications data and illustrate the data in a geo-spatial manner. This will require both hardware, software, and personnel to support the system to fulfill the FBI’s need to analyze communications data.

The Government would like to know which firms can provide the services and products for this contemplated requirement by identifying themselves and responding to this RFI. The Government requests the following information:

1. Company name and business size.

2. Provide evidence to show that your company can provide the requested services and/or products required (i.e. technical ability, personnel, and experience). Information provided

Version 1.2 Page 4 shall be succinct and related to the requested information in this RFI. All submissions shall be unclassified.

3. Address whether your company has a GSA Schedule and if they are capable of providing these services on schedule. If able to provide the services on schedule, provide the schedule and SIN.

4. Any other assumptions, comments, concerns, and/or questions relating to the contemplated services.

CONTEMPLATED REQUIREMENT

• Ingest data from multiple sources.

o The solution must be able to ingest historical cellular records as well as real-time-location based services, PRTT (with HI2) from cellular providers to include:

Geo-location information from social media companies.

Geo-location information from devices that leave a GPS trail.

• The solution must be able to combine the data with cell tower information.

o Solution must be able to illustrate the surrounding cell towers.

o Allow the end user to easily illustrate or hide other provider cell towers.

Version 1.2 Page 5

• The solution must be able to Illustrate the combined data (call detail records and cell tower information) on a mapping platform.

o Solution must be able to illustrate the active sector of the tower.

o Possess the ability for the end user to review tower information.

• Provide a product that can collect the Radio Frequency signal strength to include the range between 10 MHz to 8.5 GHz and 17GHz to 53GHz from cell providers and Wi- Fi (i.e. Drive Test or cellular network survey).

o The solution must collect all the broadcast channels simultaneously from all technologies and carriers from where it is deployed.

All technologies include GSM, UMTS, LTE, NR, CDMA, EVDO &

Wi-Fi.

The solution must continue to measure all the above data within 2-3 seconds.

The solution must be able to measure indoors as well as outdoors.

o Illustrate both the strongest and possible signal strength to complete a call.

o Solution needs to upload the drive test data from the collection device to a central server.
