About this file

This document is a Memorandum for Record describing the justification for limiting competition to a sole source for the procurement of Cellhawk software licenses and user training for the Department of the Army Criminal Investigation Division (CID). The requirement is for 90 Cellhawk user subscriptions and one user training session for 10 users, with an estimated total value of over $4 million including option periods from June 2024 to June 2029. The justification cites that Cellhawk software is the only product capable of meeting CID's technical requirements for call detail record analysis and mapping. Market research confirmed there are no other suppliers capable of providing these specialized features. The Contracting Officer has determined the anticipated price will be fair and reasonable. A related federal contract opportunity, Solicitation W15QKN-24-R-0066, has been issued to procure the Cellhawk licenses and training on a sole source basis from Leadsonline under NAICS code 513210. The solicitation provides instructions for submitting quotes, evaluation criteria, and key contract terms and conditions.
