This is a Request for Proposal (RFP) issued by Kent Intermediate School District (Kent ISD) for the design, purchase, and installation of cell repeater systems at two facilities: Lincoln School and Lincoln Developmental Center, both located in Grand Rapids, Michigan. The district is requesting bids for two types of systems: a coax cell repeater system and a DAS fiber optic repeater system, with bidders able to propose solutions for one or both options. The systems must be compatible with major cell carriers (AT&T, Verizon, and T-Mobile) and support 5G, 4G, and 4G LTE service to maximize signal strength and provide uniform coverage throughout both buildings. Bids were due by 1:00 p.m. on May 3, 2021, sealed and hand-delivered or mailed to the Kent ISD Maintenance Building. Site visits were encouraged and could be arranged by contacting Aaron Stockeland at (616) 447-2424 prior to inspection. No prebid meeting was required. The Kent ISD Board intended to award the bid at its May 17, 2021 meeting, with delivery and installation not permitted before May 31, 2021. The preferred installation windows were May 31 through June 11, 2021, or alternatively June 25 through July 9, 2021, with potential second-shift work required to avoid disruption to year-round school operations.

Bidders were required to submit detailed proposals including a bill of materials, design drawings based on onsite analysis showing signal strength estimates, product specification sheets, manufacturer warranty information, and pricing summaries for materials and labor by building. The successful bidder must provide a minimum one-year warranty on all workmanship and materials, conduct an 11-month walkthrough prior to warranty expiration, and is responsible for all project management, logistics, equipment procurement, shipping, delivery costs, cleaning, and installation documentation. All bidder employees must pass Michigan State Police criminal background checks prior to work commencement and comply with strict workplace conduct standards. Comprehensive insurance requirements include workers' compensation, general liability of $1,000,000 per occurrence, automobile liability of $500,000 per occurrence, and contingent liability coverage. The contractor is fully responsible for any property damage caused by workers, equipment, or vehicles. All bids must be accompanied by sworn and notarized affidavits certifying no familial relationships exist with school board members or the superintendent and confirming the bidder is not an Iran-linked business under Michigan Public Act 517 of 2012. Kent ISD reserved the right to reject any or all bids and to award the contract in part or in whole, and all proposals remain firm for 90 days following the bid opening.
